KARACHI, Feb 26: Mobile teams will be formed for grant of lease of plots given to allottees in the Lyari Expressway Rehabilitation Project.

According to a decision taken at a meeting of the LERP, lease camps will be set up at all the three sites — Hawkesbay, Taiser Town and Baldia Town — to complete on the spot formalities for lease for the allottees who have completed the construction of their houses. Since the plots allotted in the project are non-transferable, the presence of allottees in their houses for lease process will be compulsory.

Besides their being non-transferable, there is a five-year ban on the sale of these 25,500 plots of 80 square yards developed on an area of 466 acres through a 39km length on both sides of the Lyari river.

It was pointed out that the lease process would not be completed if the allottee was not present in his completed house.

It was also decided that according to the list prepared by the revenue department of the city government and kept in the Project Office, it would be necessary for a shifted allottee that in case he wished to submit an application for any problem, he would do so only in person and in this regard an Authority Letter or Power of Attorney would have no validity.

It will be illegal if any other person as representative of the allottee approaches the project office and no such application will be considered.

It was explained that the list of the shifted people was prepared by the concerned deputy district officer of the revenue department of city government and plot allocation was done as per that list by the project staff.

For the purpose of receipt of allotment, an allottee whose name is included in the list prepared by the revenue department can get allotment only by personally appearing before the concerned deputy district officer (Revenue) with his identity card and photographs.

According to the laid down conditions, the personal presence of the allottee at the site will be essential for taking possession of a plot at the site within 15 days.

In case an allottee is unable to get possession because of unavoidable reasons, he can be granted extension if he submits a written request in person.

As per conditions mentioned in the allotment letter, it will be essential for the allottee to start construction of his house within eight weeks with the amount given by the government, or else his plot will be transferred to some other sector where development work will be in progress so that 6people who want to start construction of their houses immediately in the developed sector, could get this opportunity.

At the meeting, it was decided that these conditions would be strictly enforced so that the rehabilitation sites were developed with all the facilities at the earliest and also ensure the effectiveness of the condition for a plot being non-transferable. — APP
