India, Pakistan sign nuke deal NEW DELHI, Feb 21 (AFP) India and Pakistan signed Wednesday a deal to reduce the risk of a nuclear arms accident. The New Delhi signing ceremony took place in public after Indian Foreign Minister Pranab Mukherjee and his Pakistani counterpart, Khurshid Kasuri, held an hour and 45 minutes of talks. “The holding of the joint commission meeting as scheduled is a reaffirmation of the commitment of both India and Pakistan to the dialogue process,” Mukherjee told reporters.“You have also witnessed the signing this morning of the agreement between India and Pakistan on reducing the risk of accidents relating to nuclear weapons.” (First Posted @ 12:10 PST Updated @ 15:30 PST) Pakistan, India to discuss troop pullout from Siachen NEW DELHI, Feb 21 (AFP) Pakistan and India will hold fresh talks on withdrawing troops from a strategic glacier in disputed Kashmir that is billed as the world's highest battlefield, the two sides said Wednesday. “We have both agreed that the directors general of military operations will meet ... we have suggested some dates,” Pakistan Foreign Minister Khurshid Mahmud Kasuri told reporters after talks with his Indian host, Foreign Minister Pranab Mukherjee. “I spoke to his excellency (Mukherjee) about that (Siachen glacier) and as soon as the dates are agreed we will be very happy for that meeting to take place,” Kasuri said. “The discussions have taken place both at the civil and military level,”Mukherjee said, adding Pakistan had suggested another meeting at the military level. “The date will be sorted out later,” he said.(Posted @ 15:30 PST) Kasuri calls on Manmohan Singh NEW DELHI, Feb 21 (APP) Foreign Minister Khurshid Mehmood Kasuri on Wednesday called on Indian Prime Minister Dr. Manmohan Singh and discussed bilateral relations including the Kashmir, Siachin and Sir Creek issues. During the hour-long talks, which also included a one-on-one meeting, they discussed the peace process and underscored the need to carry it forward. Singh also offered condolences and expressed his sympathies for the victims of the Samjhota Express blasts. (Posted @ 22:10 PST) Spanish soldier killed, two hurt in Afghanistan MADRID, Feb 21 (AFP) A Spanish soldier serving with NATO forces was killed and two others wounded in an “attack on a convoy” at Shindand, south of Herat, the Spanish defence ministry said Wednesday. Their vehicle “apparently hit a mine,” the ministry said, revealing that four Spanish armoured vehicles had been providing back up to Italian troops without giving further details on the mission. Failure in Afghanistan would threaten US, Europe: adviser BRUSSELS, Feb 21 (AFP) US National Security Adviser Stephen Hadley on Wednesday urged NATO members to increase spending on alliance efforts in Afghanistan, warning that failure of the mission there undermines European and US security. Hadley, who held talks in Brussels with North Atlantic Treaty Organisation (NATO) Secretary General Jaap de Hoop Scheffer, said failure in Afghanistan would be a “tragedy” and called for increased funding for the operation. He was speaking here at a presentation made by the Ministry of Finance to prepare a ten-year roadmap for the country's economic development. Prime Minister Shaukat Aziz also attended the meeting. The meeting was informed that since December the inflation has dropped from 8.9 percent to 6.6 percent while the food related inflation has declined to 7.7 percent from 12.7 percent due to increased supply situation. The President gave directions to diversify the country's industrial sector by developing the engineering sector and “viewing the industry beyond textiles.” He also called for developing the livestock and dairy sector through value addition. Prime Minister Shaukat Aziz said the Foreign Direct Investment was likely to touch the US 6 billion dollars mark in the current year that was far higher than the US 3.8 billion during last year. In its annual report on settlements -- considered illegal under international law -- the organisation said the largest sites of construction were in Maale Adumim, east of Jerusalem, Modiin Illit and Beitar Illit. During the Question Hour, he said that the land for shifting of three worst earthquake affected cities - Muzaffarabad, Balakot and Bagh - is being acquired where construction will be completed in another five years. The minister said the construction of the houses in the earthquake affected areas will be completed by the end of 2008. He said Rs 50 billion has been earmarked this year for the construction of houses and those whose lands were also destroyed in the earthquake will be given additional Rs 75,000.So far, he added, Rs 170 billion has been spent in the affected areas, out which Rs 34 billion was given for the construction of houses. Minister for Parliamentary Affairs Dr Sher Afgan said out of the 3.5 million earthquake affectees, only 33,000 displaced persons at present were lodged in camps.
