RECENTLY, there was a huge debate over the devolution of the Higher Education Commission (HEC). Thousands of people were against the proposition because they thought the HEC was doing well where it currently was.

The HEC is accused of sending abroad scores of scholars from big cities and the privileged class.

In Dawn’s June 19 edition, an HEC advertisement of a scholarship programme seemed ambiguous as it targeted only those students who had already got admissions in the Cambridge University, UK, for 2011-12.

This doesn’t seem to make sense. There are hardly any students living in Umerkot or Tharparkar who have enrolled in Cambridge University.

How can a poor farmer or even his child dream of studying at such a prestigious university? It is only the elite who can look forward to sending their children abroad for higher studies.

If such discriminatory behaviour continues, the HEC will soon lose the people’s support.
