In USA if you own the land the water under the land is yours. Generally, in Oklahoma if you own one acre of land, you can take out one acre ft of water. If the aquifer is limiting, then less water is allowed.

Fine article.water distribution,ownership and the quantity upto which it should be used,must be brought under law to avoid its wastage and to make people realise the value of this precious blessing of Allah Almighty.

Wonderful explanation of this complex issue. Water scarcity is an increasing problem not only in Pakistan, but also in India. Communities should be mobilized to artificially recharge their ground water resources, like the farmers in Saurashtra region of Gujarat have done.
