THIS refers to your news report (May 8). The Reconstruction Opportunity Zone idea was always a non-starter and it is probably better for both sides that a dead horse has finally been buried. The location of zones in remote tribal areas with no access between markets and raw material areas would have rendered the zones economically unfeasible. There are far better ways to develop these regions.
