ISLAMABAD, June 8: The Islamabad police escaped contempt proceedings when they informed the Islamabad High Court on Friday that 486 of the 569 candidates who qualified for induction in the force in 2009 have finally been issued appointment letters.

A senior officer of the Islamabad police, submitting the appointment letters, also gave an undertaking to Justice Shaukat Aziz Siddiqui of the court that the remaining 73 candidates too would be inducted after officers from other provincial police forces are repatriated to their home provinces

Justice Siddiqui had ordered the local police department and the federal government on April 30 to issue the qualifying candidates the appointment letters by May 2, but on the request of Khushdil Khan, joint secretary of ministry of law and justice, it extended the deadline till June.

The petition was filed by three candidates on April 11 seeking initiation of contempt of court proceedings against the police authorities as they were reluctant to issue the appointment letters.

The capital police have so far issued 111 appointment letters to assistant sub inspectors and 375 to constables.

Earlier, the court on January 26, 2012 while disposing of a number of candidates petitions directed the Islamabad police to consider the names of successful candidates for the appointment.

During the course of contempt of court proceedings, Wasatullah Shah, counsel for the petitioners, told the court that the interior ministry had directed the police authorities to implement the court orders regarding the recruitment in police but not a single appointment letter had so far been issued to any of the candidates.

He said the candidates were waiting for their appointment letters but they came to know through different sources that the authorities wanted to appoint their kith and kin on vacant posts and this was the reason that the matter was being delayed.

Deputy attorney general Tariq Mehmood Jahangiri, counsel for the federal government, however, during the hearing informed the court that the Islamabad police had started the recruitment in 2009 but the process was stopped because the federal government imposed a ban on all the recruitment in the government departments.

Meanwhile, the IHC Chief Justice Iqbal Hameedur Rehman on Friday issued notice to the director general of Intelligence Bureau (DG IB) in a contempt of court petition filed by 32 inspectors of the Bureau.

IHC Justice Noorul Haq N. Qureshi on March 30, while deciding the promotion matters of 40 IB inspectors directed their director general to promote them in next grade.

These inspectors were reinstated under the Sacked Employees (Reinstatement) Act, 2010
