As the number of self-immolation in restive Tibetan regions rises sharply, Beijing appears to be tightening rules against the anti-China protests despite hopes that the new leadership may take a softer line against Tibet.
At least 86 people have set themselves on fire since 2009. Along with the World Human Rights Day, Tibetans also mark Dec. 10 as the Nobel Peace Prize Day, the day the Dalai Lama received the Nobel peace prize in 1989.
