is karachi coastline sold to private people? except this stretch of beach, and if yes how is it fencend so general peblic cannot entire it?

bec as i know coast lines are never sold, infact all development has to be at a certain distance fron the coast

Karachi has to have the smallest amount of public beach, and dirtiest at that too, in the world.
