Kalabagh dam: prudent approach needed

THE recent decision by the Lahore High Court on the Kalabagh dam issue has rejuvenated the spirit which was otherwise a dead horse because the announcement by Gen Musharraf to build the dam in December 2004 was annulled by the then minister for water and power Raja Pervez Ashraf on May 25, 2008.

The decision taken by the general was a follow-up of consensual approach by the Council of Common Interests in 1992.

The resolutions passed by the assemblies for and against the construction of the dam were not backed up by technical support to the assemblies, thus resulting in emotional rhetoric in and out of parliament.

It is time we reviewed the situation, keeping in view the changed circumstances.

We must openly but constructively discuss the pros and cons of the dam in the media.

The resolutions passed by the provincial assemblies carry more weight than any technical opinions. No amount of technically superb data can veto what provinces want. However, if the provinces can be convinced to change their mind in the light of technical reports, it is another story.

if any or most of the constituent units of the pakistani state are are not in favor of the dam wether emptional rhetoric or or backed by technical feasability the dam cannot be built. This is not an issue for judges to decide for us much less the judge of a stakeholder province.

It is sad that a handful of traitors are misleading the people of smaller provinces to block the construction of KBD without which Pakistan can never be prosperous.
