There is certainly no need for a Chairman and Managing Director, but there is no harm in having a pilot as a Managing Director if he can be effective and knows his job. Any appointee will suffer at the hands of the Ministry or the politicians unless as the writer has suggested some fundamental changes are brought in to stop the meddling. The CAA is in a poorer shape and they have to set the pace. Definitely both entities need to come out of the Ministry's umbrella.
One doesn't have to look far to realize that commercial aviation is having a bad time the world over and has never recovered financially since the price of kerosene went up in the late nineties. Observe closely India, where a major airline Kingfisher is fighting to stop their aircraft from being taken over by the lenders. You should note the woeful record of the rupee, how do you expect to bring a profit where there is no stable currency? Iberia, TAP, you name it, everybody is a disaster in the making.
