A possible solution may be that no one shall be allowed to sell any property unless the taxes have been paid. Amnesty can be granted, starting on a certain date. I believe there’ll be line of people trying to register their property wih the tax office. The tax office can determine the value of the property, and if sold higher than reported value, all the additional taxes (by certain formula) shoud be paid before the sale is finalized.
