Officials warn Kashmiris of possible nuclear attack

SRINAGAR: Officials in Indian-controlled Kashmir are warning residents to build bomb-proof basements, collect two weeks’ worth of food and water and be prepared for a possible nuclear war.    

Local officials did not answer calls asking why they were suddenly concerned about a nuclear attack in the region, repeatedly fought over by nuclear-armed rivals India and Pakistan. However, a series of deadly skirmishes along the cease-fire line in recent weeks has heightened tensions between the two countries.

The notice, published Monday by the Kashmir police in the Greater Kashmir newspaper, advised people to build toilet-equipped basements large enough to house the entire family for two weeks. If there is no basement, residents should construct bunkers in their front yards, the notice advised.

The shelters should be stocked with candles, battery-operated lights and radios and nonperishable food and water that is regularly replaced to ensure it is fresh, it said.

During an attack, it advises drivers to dive out of their cars toward the blast to save themselves from being crushed by their soon-to-be tumbling vehicles. It also warns residents to keep contaminated people out of their shelters.

“Expect some initial disorientation as the blast wave may blow down and carry away many prominent and familiar features,” it advises.

While authorities did not return phone calls for comment, Yoginder Kaul, inspector-general at the civil defense and state disaster response force, told the newspaper that it was a “normal exercise to raise general awareness among (the) public about disaster management.”

“It has nothing to do with anything, and it should not be connected with anything,” Kaul said.

Both India and Pakistan claim the divided Kashmir region in its entirety and have fought two wars over it.

Earlier this month, three Pakistani soldiers and two Indian soldiers were killed in the worst bout of fighting in Kashmir since a cease-fire accord was signed by the countries in 2003.

In light of the violence, Indian Prime Minister Manmohan Singh said Sunday he was reviewing future ties with Pakistan.

The nuclear war advisory and its timing surprised many residents in Srinagar, the main city in Indian-controlled Kashmir.

“This is fueling an atmosphere of fear. Educating people is fine but not this brazen way,” said Fayaz Ahmed, a local resident.

The lengthy notice also provided advice on how to survive attacks with chemical and biological weapons.

  4. Both India and Pakistan should transform this Line of Control into the Line of Comfort by letting local people on both sides to trade and travel as the tribal people from Afghanistan and Pakistan do on both sides of the Durand Line. Those who look or aspire for peace do not issue threats.
    Pakistan wants an early solution of the Kashmir issue in line with the UN resolutions and after that we have nothing left to fight for instead we can build up our respective nations by fighting the prevailing poverty and extremism.

  8. This advisory is appropriately timed but issued in the wrong place. Srinagar or any part of Kashmir will never be a target of Pakistani strategic weapons. But if the Indians want try out their own on Srinagar well ………..
    The real place to issue the advisory, if the Indian authorities want to educate and prepare their masses is New Delhi, Mumbai, Ahmedabad Pune and other major cities. Let them try this and see what is the public reaction. Scaring the Kahmiris is a kind of the mice play.

Dear readers, this is called disaster management in the event, similar to fire in multy story building, how to escape?which route to be followed? in earth quike,sand strom,terrorist attack, and neuclier fall out etc.. when it is really happened, general public get panic. it is a good healthy system to give awarness to his citizen to avoid more casuality in the event. like japan, they have system in place followed with training for earth quick.
    Where a country of neighbour not having polisy of not first use, could be more cautious than one really responsable to mankind.

  13. India is a great nation like Pakistan. We have to just get rid of corruption on both sides. Good & bad journalists &politicians are on both sides. If pakistan can eliminate Hafiz Sayed kind of medieval views from their political psyche, relations between two countries can rapidly improve. We hope that both countries will make efforts to improve relations.That can bring great economic progress in both countries.
    I hope Pakistani’s will elect Imran Khan & Pervez Musharraf in coming elections. The messiah of common man Mr> Hassan Nisarshould be made president of Pakistan.

    • if you really think that in event of India-Pak war, China will send its army to help pakistan then please stop dreaming. China always looks for money in each step, its not going to ditch billions of dollars of Indo-China trade and start war with India to support Pakistan. If that was the case it would have helped pakistan in 1971 and during kargil. What’s wrong if India is preaching steps to be taken in case of nuclear war, who knows if next time there is a mumbai type attack on India – India will be left with very few options So keep you missiles (made by A Q Khan) pointed.

    • Mr.Wiseman: You are a foolman. Countries do drill exercises in peace time,just in case. USA and Soviet Union did the same. This is the same as military exercises to keep the army in shape. This is not to be taken as you stated. Do you really think there will be a nuclear war.God forbid if it happens, India might survive, but there will be no Pakistan. Think about it and stop believing Chinese. Chinese will suck you up as they are doing now.

  17. God forbid there is a war. But if there is a nuclear confrontation then Kashmir would be the safest place. Nuking Kashmir would mean radioactive water supply for both India and Pakistan. In any case, if Pakistan wants Kashmir, why would it nuke it?
