KARACHI, July 19: Metropolitan Commissioner Matanat Ali Khan on Friday handed over all transferable and non-transferable assets, employees, salaries and records of the education, health, culture and sports and recreation departments to the Karachi District Council (KDC) and five district municipal corporations (DMCs) under the recently restored Sindh Local Government Ordinance, 1979.
The handing over of the assets to the district institutions came after a meeting attended by Financial Adviser Khalid Mehmood Shaikh, Senior Director of Medical Services Dr Mohammad Ali Abbasi, Senior Director of HRM, Education Director Afaq Ahmed, Accounts Director Nasir Mehmood, municipal commissioners of the DMCs concerned and KDC officers.
The KMC has handed over to the institutions concerned the lists of all the employees, assets (including vehicles) and buildings being given under the control of the KDC and respective DMCs.
Mr Khan said that the DMCs could contact the departments concerned in case of any complication. The KMC would cooperate with these institutions to sort out problems regarding employees’ salaries. Besides, it would provide all required information to them over the next three months.
In the Sindh budget for the year 2013-14, the government shifted salaries of the education and health department employees to the KDC and DMCs.
The KMC has transferred 1,553 employees to the DMC South, 2,706 to the DMC Central, 2,720 to the DMC East, 1,571 to the DMC West, 633 to the DMC Malir and 199 employees to the KDC.
The KMC will not pay the salaries of these employees for the month of July.
Mr Khan said that all machinery, equipment, furniture, vehicles and other assets, as well as all relevant records, had been handed over to the district institutions concerned. About 8,000 employees of education department and 1,400 employees of the health department had been transferred to DMCs, he added.
The commissioner said that local taxes sector (advertisement) would be handed over to DMCs after directions in this regard were received from the provincial government.
Mr Khan said that shifting of the departments would reduce the KMC’s financial burden which had mounted to about Rs240 million.
Education Director Afaq Mirza, Senior Director Medical Services Mohammad Ali Abbasi and Payroll Director Asghar Durrani would monitor all matters regarding shifting and transfer and also provide necessary guidance to the officers concerned, the commissioner concluded.
Administrators notified
The Sindh government on Friday notified appointment of administrators of local government institutions, including five District Municipal Corporations (DMCs) in Karachi, to complete formalities regarding the LG system across the province under the Sindh Local Government Ordinance, 1979. The ordinance was promulgated on July 1.
According to the notification issued late Friday, Mustafa Jamal Qazi has been posted as DMC South Administrator, Manzoor Abbasi as DMC East Administrator, Imran Aslam as DMC West Administrator and Ghulam Rasool as DMC Malir Administrator. The name of DMC Central administrator will be announced later, the notification said.
