US contractor pleads guilty to sending military data to India

WASHINGTON: A US defence contractor has pleaded guilty to secretly providing parts and drawings for nuclear submarines and fighter aircraft to India, the US media reported on Thursday.
Hannah Robert, 49, told a US district judge, Anne Thompson, in New Jersey that she exporting military technical drawings to India without prior approval from the US State Department.
The two companies she owned — One Source USA and Caldwell Components — secretly sent technical drawings of parts in the torpedo systems for nuclear submarines, military attack helicopters and F-15 fighter aircrafts.
They also falsified documents to sell substandard military hardware to the US Department of Defence. Ms Robert is charged with violating the Arms Export Control Act.
“She was also charged with manufacturing substandard parts that were not up to specification, in violation of the contracts she signed with the Department of Defence,” New Jersey US Attorney Paul Fishman said in a statement on Wednesday.
“Enforcement of the Arms Export Control Act is critical to the defence of our country.”
Ms Robert continued to provide confidential military data to India from June 2010 to December 2012 by falsifying documents.
She also owned and operated a third firm located in India that manufactured defence hardware and spare parts along with an Indian resident, identified in the complaint only as ‘PR’.
In a serious breach of trust, Ms Robert also sent export-controlled technical data to PR in India so that the two could submit bids to foreign actors.
Ms Robert transmitted military drawings to India by posting the technical data to the password-protected website of a New Jersey church where she was a volunteer web administrator.
She uploaded thousands of technical drawings to the church website for PR to download in India through the course of the scheme.
Ms Robert’s two companies, One Source USA and Caldwell Components, also signed deal with the US Defence Department to provide parts that were domestic — that is, more than 50 percent of the cost of the parts’ components are mined, produced and manufactured in the United States.
Federal prosecutors said that the companies had no manufacturing facilities in the United States and outsourced its contracts overseas.
Ms Robert also used her church’s website to send aircraft information to her subcontractors.
Some of the materials Ms Robert’s companies provided were faulty and the material certifications were misleading, media reports said.
As a result of failed wing pins she provided, the Defense Department had to ground 47 F-15 fighter aircraft for inspection and repair.
The conspiracy charge carries up to five years in prison and a $250,000 fine.
Robert faces up to five years in prison when she is sentenced in June. Under terms of a plea agreement, she must pay more than $181,000 to the Defence Department and forfeit nearly $78,000.

No need to worry, India cannot do anything useful with the drawings , even if provided the parts in knocked out condition they cannot assemble it, things would have been different if same was given to China, in the mean time they would have bettered the design and built a brand new fighter more advanced than the original one.

Being a Pakistani American , I got extremely disturbed by this news.
Hannah Robert should go to a life in prison by this act. Such a person has no room in our community. I would also like to bring those to face justice in the US courts who offered her financial support in exchange. Those who buy our men/women for doing wrong can not be trusted and will never be our friends.

The Mars orbiter mission was done at a fraction of cost compared to NASA and achieved success in first stroke. India being the only country to do so. What makes it unique is the sling shot technology used in the program, which is original.

The title is misleading and initial part of the article is also misleading. A firm in US gets orders from US defence to supply some parts. The Firm has outsourced the manufacturing to on Indian firm (just like it is normally China). Towards that the firm has sent out the drawings illegally to the Indian firm inspite of the export control regulation. The Indian firm has supplied parts based on the drawings. As in some cases of improper process establishment and monitoring, the Indian firm supplied parts failed and thus the investigation and discovery.
It has nothing to do with the developments of Nuclear submarine or others in India.

They are simply carriers or coolies working in service industries. Most of the IT jobs are actually call centers, nothing hi-tech about them.

@omprakash Check 'Jane on defence' and other international sites...not Indian media, Pakistan missile program, including cruise, ballistic missiles are ahead of India by at least 8-10 years. The long range ballistic missiles India is testing these days have been tested by Pakistan about 7-8 years ago, that includes Shaheen II, III, with a range of 275o Km.

Be assured my dear India has the technological prowess to absorb these things and incorporate them in what we eventually deliver. People are jumping to the conclusion that she was sending information to the Government of India and that she was a RAW agent, and helping India build weapons.
She was a supplier of parts to the US Military, and she was supposed to manufacture the parts in USA. She owned a company in India with her partner. She was sending the drawings to her company to manufacture the parts. This is not espionage but a significant of US laws. No info on any military hardware can be sent without approval of the US State Dept, and she violated her contract with the military by falsifying the source of the hardware, and supplied sub-standard parts.
But she is not an Indian spy,but she is definitely an unethical business person.

You see Mr. Afridi, when you start build something on your own, it always takes time and one has to face many failures. It took Thomas Edison 20 years to make the electric bulb. But if you are copying the stuff like Chinese did or Pakistanis do, it won't take that long. So yes, Tejas may have taken time, but this would have exposed Indian engineers and Scientists to many new tings which would come handy in long term.

My Pakistani friends please read the news item carefully the drawings etc were not sent to Indian Govt but to a subsidary of her oiwn company in India.

A US defence contractor says she sent some drawings to her Indian partner so that they could submit bids to foreign buyers. How is India involved as many of the comments suggest ? In any case, this contractor apparently makes defective parts & this suggests the drawings were defective to beginn with !

@anees from zaida Please remember that she exported to her own company. My guess is she sent some ideas & then asked her Indian partner to develop the details using Indian engineering & know how. In no way is any involvement of Indian official dom being suggested.
