KARACHI: Police claimed on Saturday night to have killed four suspected militants in an encounter in Quaidabad area.
Malir SSP Rao Anwar said that contingents of police, acting on a tip-off provided by held suspects, conducted targeted raid on an alleged hideout of the militants.
On seeing the police, the suspects resorted to firing and during exchange of fire, four of them were killed. The encounter was going on when we went to press.

If this picture belongs to this encounter, can police clarify that if these criminals were handcuffed after being killed or were already handcuffed even before so called "encounter"?
