KARACHI: SSP Malir Rao Anwar, talking to media persons after the arrest of MQM's Khawaja Izharul Hassan, referred to the arrested MQM leader as the “chief of target killers”.
“We had intelligence reports of his involvement in unrest. There was a spike in target killings in New Karachi, and he is also called the chief of target killers,” alleged Anwar.
The SSP also clarified that permission from the Speaker of the Sindh Assembly is not needed, and the speaker only needs to be informed if law enforcement agencies arrest a lawmaker.
“We need to inform in writing the speaker of the national or provincial assemblies after the arrest is made. Arrests are made according to law.”
The senior police official reiterated that arresting an individual is part of the procedure, and the individual can only be released through a court order.
“The leaders of the political party were picked up by Rangers some weeks back, and no one said a word,” lamented the SSP.
He added that Hassan has pending FIRs against him, and there should be no finger pointing if a police official acts in line with his duty.
“I have adopted a legal procedure for his arrest,” said the officer.
Anwar also termed his suspension from duty as a wrongful act.
“I was placed under suspension in haste and it was wrong to do so,” said Rao Anwar.
Anwar warned that there would be “side effects” of his suspension.
When asked by the media if he was under orders from security agencies, Anwar denied the allegation and said he was not instructed to make the arrest by any security agency.
The SSP said MQM leaders had raised slogans against Pakistan and had used abusive language against the armed forces.
He believed that it was a wrong to say that the MQM leaders in Pakistan had “disconnected” with their founder, Altaf Hussain in London.
“They are still working under orders of Altaf Hussain,” believed Rao Anwar.
To another question, the police officer said there was no need to seek permission from IG Sindh for such an arrest.
“If there was FIR registered against anyone, a sub-inspector has powers to arrest such persons nominated in the FIR and he has no need to seek permission from anyone.”
Earlier in the day, police raided Izhar's residence, after which the chief minister ordered suspension of the station house officer at a Sohrab Goth police station and sought a report from Inspector General Police Sindh A.D. Khawaja regarding the raid.

The decision to suspend the investigating officer who has made the arrest doesn't look right. Why should any officer need permission from a politician or his own superiors before arresting a criminal, surely its evidence that counts. If the officer has sufficient evidence to suspect criminal involvement, he/she should be able to arrest any citizen, regardless of their position in society.

It seems political priorities prevailed over administrative decision of LEA, CM should have not intervene in this case,let the law take it's course, Khawaja Izharul Hasan may apply for bail,and court may allow bail. SSP Rao Anwar is famous for facing high profile cases and notorious terrorists, there are reports of high handiness also in some instances,those may be investigated by high officials,
but abrupt suspension,is not appropriate.

Rules and regulations are only for poor civilians. Law has nothing to deal with black sheep whether they are lawmakers or authoritative officers. The senior official was also in authority to apprehend MQM member surreptitiously without informing anyone , but he went through legal procedure to show that police is working and trying its best to detain those involved in agitation and unrest . When any politician is unable to get their way or is unheard, they make anti-Pakistan comments. This seems to be more a way of expressing frustration than anything else. But what is more important is that you must get arrest warrants which are issued by a magistrate. Many in the ruling party have armed criminals but have not been arrested. The SSP should try to be even handed when following through on a lead and not target a single group which may become even less cooperative.

The SSP has clearly mentioned that there were FIRs registered against the individual of non bail able nature which means that the alleged criminal was involved in serious crimes .It was his job to detain the individual found in his area . The SSP deservers to be commended and rewarded for his outstanding services .What a pity that a civilian/politician suspends a senior uniform officer. The SSP was only doing his job and got suspended !.What a country!!What can one expect in a corrupt country. MQM must be disbanded and criminal elements operating within it brought to book but how can Nawaz/Zardai etc do that when they are on the same boat as MQM.

@Concerned citizen Do you understand police must follow the laws, evidence must be collected using proper procedures; being a senior officer he should know by using improper procedures he is weakening the case; that is the dereliction of duty. For last two years Rangers gS been touting their accomplishment, then why this senior politician and leader of opposition was not arrested sooner. No one is above the law uniformed or civilian.
