HARIPUR, June 1: The district council, Haripur, constituted nine house committees with a majority vote on Saturday.

However, some members, who termed the process against the rules, boycotted the proceedings which was chaired by district Naib Nazim Riaz Khan Jadoon.

The council, which had earlier formed these committees through secret ballot, abolished all of these, having some structural flaws pointed out by the National Reconstruction Bureau. The NRB asked the district governments for induction of woman, peasant and labour councillors in the house standing committees.

Syed Masood Shah, Nazim of Pind Hasham Khan UC, moved a resolution containing names of the members of each committee for the approval of the house.

The resolution, which carried signatures of 44 members, proposed the names of seven members ensuring one-third representation of the members who made it to the house on special seats for each committee.

As many as 45 members supported the resolution, while 11 demanded election of the committees’ members through secret ballot or show of hand.

The house on this issue witnessed a heated debate from both sides. Despite a clarification from the chair that under section 2 of the rules of business the bodies could be formed through resolution supported by majority members, the opposing councillors did not change their stand and boycotted the proceedings.

The committees include works and services, health, revenue, finance and planning, labour, justice, education, sports and culture and code of ethics.
