KARACHI: The Sindh government, acting on the directives of the Supreme Court of Pakistan, on Thursday removed several officers of the provincial police department who had been serving on own pay scale (OPS) including Karachi's police chief AIGP Shahid Hayat, DawnNews reported.
Ghulam Qadir Thebo was posted as the new city police chief in place of Shahid Hayat.
The officers removed from their posts included four additional IGs and four DIGs.

Strange isn't ! Most Karachibased law enforcement leaders/personnel (Police, Rangers others) are imported from Punjab to solve Karachi/SIndh's problems and they fail.
Even after 60 years since the independence, most Karachiate/locals are ignored and treated differently. Proves racism and discrimination exists openly in our govt.

Shahid Hayat has lived nearly all of his life in Karachi. He owns all his properties etc. in Karachi. He is a pukka karachiwala. Not recruiting him would have been discrimination. According to you, only 'mohajirs' are residents of Karachi. Now that is racism and discrimination.

The only solution for the situation in Karachi is to have local policing. People who are resident of Karachi should be employed in the police department irrespective which ever province they belong from and must be monitored by reputable people of that area.

Do not mind sir but Karachites don't readily participate in CSS examinations. Just compare Sindh Board with Punjab Board. You will realize the difference, not only Sindh Board is very easy but also the syllabus contents are outdated. I don't think there is any need to mention about the bribery in Sindh Board. It is the duty of Karachites to create a niche for themselves in this highly competitive world.
Similarly, see the number of Karachites joining Armed Forces. Karachites usually fail to clear the ISSB. You can't blame military for racism. Gen. Musharraf is a Karachite, he ended up as Chief. His brother was Principal Secretary to CM NWFP. Therefore, kindly start working and stop complaining about racism. Karachi cannot develop if its inhabitants are not willing to work hard.
P.S. I am a Karachite myself.

What has policing got to do with where the police comes from. Either they are doing their job or they aren't.
Would anyone here care to comment if this was related to Shahid Hayat's performance. For the first time in many years, it appeared that Karachi was reaching some normalcy and the criminals were on the run. In comes SC to stop this retreat of the criminals and the mafiasos. Whose side are we on?

chief of sindh PML is a guy from Punjab and the chief of PML in sondh assembly is a guy from pukhtoonkhwa and chief secretary of sindh is from punjan and the IG sindh is from Pukhtoonkhwa . only PPP and MQM are the representatives of the masses of sindh.

nearly all of the MNAs and senators and provincial assembly members of Punjab, sindh, pakhtoonkhwa and Baluchistan owns properties in karachi ,
most of the drug dealers and smugglers and generals and judges of the court own properties in karachi . are they all karachites.
no most of them have never visited karachi or never lived in karachi.
karachi is like dubai , and anybody can own property in karachi. but those who are born and raised and called themselves as karachites are the real karachites.
ex prime minister pervez ashraf lived in sukkur for sometime but he is still a punjabi and has no connection to sukkhur.

Thank God, the army has not allowed interference into its professional running operations. Look what these politicians have done to police - made them serve the corrupt leaders like goons and not the nation. If they did this to the army, Pakistan would be defenseless against the enemy, as most officers would be inducted on favor s and off the street.

As a mohajir who has lived his life in Karachi, I can say the main reason why Punjabi people are getting ahead is because they are focusing more on education. Secondly they seem more committed to the Pakistan idea than any other province. Sindhi isn't educating they're youth and are in fact involved in rampant corruption. The Sindh government is completely out of the news except for they're hierarchical changes and mukmukas with MQM. How many serious developmental projects going on in Sindh? The situation is such that civilians are paying out of their own pockets to build underpasses. Wonder what happens to all those development funds?

@Sayyar Khan although mr hayat is a good competent officer yet it is also true that police should be local as it is in every other reasonable country since locals are sensitive to local problems and they have stakes unlike in pakistan where police officers are imported from other provinces and areas resulting in insensitivities and distrust between local residents and police and since these police officers have no local stakes,they just become corrupt easily and this is the main problem in pakistan due to which police has become corrupt and incompetent.If we are sincere to pakistan ,we should place local police as it is practiced in other normal countries

@Farzan all you said is a pack of lies.since there is quota system in sindh,that is why less of mohajirs are taken in civil sevices and as a matter of fact ,karachiites are the most educated in this country ,they ran this country from the begining but then the menace like quota and nepotism and political favours flourish and this country progressively become incompetent and corrupt and thus the current plight of this countrys instotutions that all incompetent and corrupt are heads of departments and institutions in the govt but when you go to private sector ,you can see mohajirs working hard and making karachi a viable city and you know private sector cannot afford corrupt incompetent,so you see less non-mohajirs,non-karachiites in private sector.When these competent karachiiites are not given their due positions in this country,they go abroad and excel and pity on this country that their brains from karachi are serving other countries just becuase of faulty corrupt system running in pakistan by corrupt people but you know--the result is obvious and pakistan is rotten from inside and about to collapse because of neglecting the talented ,educated karachiites ---if we are sincere to this country we should go by merit and if we are fortunate to value merit then you will see only karachiites at all top positions of govt institutions anf that is when pakistan will survive and flourish and will have respect in the world otherwise it may vanish soon----read the writings on the walls

Only solution to obtain sincere police in Karachi is to hire the residents of Karachi who has their families also live in Karachi. That way those police officers will have a lot on stake when it comes down to fighting crime. I have a plan that would work but those in power will not buy into it.

Sindh govt and / or federal govt do not implement court decisions / orders in many cases on various pretexts.....but in this case the Sindh govt, taking refuge behind court order, removed the officers because (perhaps) it found it according to its liking.

@asif May be he failed but it was due to political meddling. The Rangers and police high ups had told the PM in the presence of Governor saheb and CM Qaim Ali Shah saheb that
they are under immense political pressure from some parties not to arrest their men.
Under the above scenario no police officer can do his job in an effective manner, so how
can Hayat be blamed when he was not allowed to work independently ??

I appreciate the action of Sindh government, firstly, because order of supreme court has been followed and secondly, because it was a legitimate reason - no officer shall receive OPS, it is against rules and tends to create anarchy in the ranks and files of police, rendering them susceptible to low morale and corruption.

"normal country". We don't depoliticize our police force despite repeated orders from
Supreme Court because it suits vested interests ......because police postings based on
wishes / desires of political parties never take action against culprits having backing of
concerned parties...this has resulted in only a partial / limited success of the trumpeted
targeted operation.
