The best way to reduce floods is to begin a massive reforestation campaign in the subcontinent. All nations in the region have lost their forest cover. Afghanistan, Pakistan, India, Nepal, and Bangladesh.

Rain harvesting arrangements at micro level are the solution of our water shortage as well as flooding problem. If big dams are hard to build due to our scanty finances,

The amount water inundating on these roads shows how effective PML N govt has been without the presence of any local or district level administrations. When will people realize that these existing leaders are fooling them through stupid metro bus projects or motor ways. They don't want to relinquish power and authority from funds because these parliamentarians wants to make money. This parliamentary democracy produced nothing but contractors and sub contractors who can't make any legislation shut knows how to make money from corrupt practices. It's a sad sad situation to see smiling faces of people passing through filthy waters. They looked duped by these fraudulent leaders.

@Nasr Indian Dams are for power generation. International tribunals has confirmed it but nobody in Pakistan wants to hear that. If it is flood then it is "India"; if it is drought then it is "India". No wonder Pakistan is not making any progress in Water Management. Because if the root cause of every problem is "India" then nothing Pakistan can do.
BTW, I think it was in 70s that India started a canal system with quite a bit of Rain harvesting, to irrigate Haryana. Haryana used to be an arid land and now it is almost competing with Punjab for crops.

Same Leaders AND MORE OF THE SAME! While all over the World local services like water supply, sewerage, street lighting etc are provided to the citizens by well- established city/ town governments from local taxes & grants, in Pakistan this crucial tier of the governance is ignored & discouraged for various reasons- with obvious results.
