NEW DELHI: Authorities in eastern India were left red-faced on Thursday after images of relatives scaling the walls of a school exam centre to pass notes to candidates were broadcast on local television.
Dozens of people were shown clinging to the windows of one four-storey building in the eastern state of Bihar, where more than 1.4 million teenagers are sitting their school leaving exams.
Other images showed police officers and school staff standing by as people passed study aides to candidates inside examination centres.
The images went viral on Twitter and made national headlines, but Bihar’s education minister P K Shahi refused to accept any blame for the cheating.
“You tell us what can the government do to stop cheating if parents and relatives are not ready to cooperate?” he told reporters.
"Should the government give orders to shoot them?"
It is not the first time that exam cheating has been exposed in Bihar — more than 1,600 students were disqualified in 2013 after similar videos emerged.
Police also detained more than 100 adults for helping students cheat.

It happens every year. Police, teachers, and invigilators all use to involve in this act. Anyone can send a cheat to his/her ward in the exam hall by mere giving 10 rupees tips to a constable. This has been in the practice for decades. Without government support this mass level cheating is not possible. I belong to the same state (Bihar). I faced the same problem. Inside the exam hall, you will feel like sitting in the vegetable market. These are the reasons why Bihar is considered as the most backward state in India. In near future, this status is not going to change.

Regardless whether it is India or any other country, we simply cannot excel or make progress. We will always need other developed countries to lead us. India thinks it is a leader in IT. It isn't since computers were invented in the west ages ago. So no need to feel like heroes.

I'm from Bihar and it's actually a known fact that cheating in bihar state board exams are a common occurrence throughout the state outside the capital Patna. It's really unfortunate to see my state being dragged in all the negatives that surround the country. I hope people in Bihar start working hard and contribute in the progress of the country rather than looking for shortcuts.

For a long time what defined India's image outside was just one- Poor!
As India and its various states move ahead many of our weakness in many parts will be there for world to see.
But the best part is that those from other nations who really understand India have started to understand that there is no One India. How can there be one for 125 crore people with 10 religions, 5000 castes, 1000 languages and dialects and multiple races.
One image is applicable to say China- same Han dynasty except for eastern provinces, One Japan, One Brazil. India is a sum of parts.
Faisal do you jump at conclusions at everything in life? I have tried to present the real situation of the nation and the phase the nation is going through.
Hope I made my point.

India has the best of the best and worst of the worst - UP & Bihar belong to latter - and reason why central / eastern and southern India is way ahead wrt education, GDP, healthcare and general well being- It did was not as extensively plundered by Islamic invaders! It is in south and east that our ancient way of life way preserved - and it is easy to see the stark contrast in mindset of people.
And as you rightly said India is a like bunch on nation - kudos to Indian people and administration for keeping united such a vast country with infinite diversity strung together my a common thread of "Being Indian" and still achieving a relative degree of peace and prosperity.

Some politicians like Nitish Kumar don a secular mask to hide their inefficiency and some like Modi don't care what others have to say about their secularity since they are discharging their duties diligently. Incidents like this never happen in Gujurat.

@Santosh - If UP and Bihar were the border states with Pakistan the rest of the India would have happily given these two states to Pakistan and would have changed the position of our fence to make sure that they are out. These states are the Pakistan of India in all terms and Muslims in these states are happy to join with Pakistan. Majority of these two states filled with stupid people and there is no way to develop these states as the criminals are elected by intimidation, appeasement.

Handful of good institutes doesnt change entire situation. only ur doctors are better but at par with pakistani ones, just greater in number and cuz of low salaries you accept n lot of medical graduates available in endia ,they get hired overseas.

Put video cams in the exam center and connect them to a central control room. Anyone caught cheating should be disqualified immediately

Bihar university students should not be given jobs anywhere across India. Bihar university certificates should be de recognized in other states.

This is not just limited to Bihar. Rural areas of other states as well do follow this. However with improvement in education standards, additional funds for education etc, the situation is changed dramatically in recent recently. This may happen in around 2% total exam centres.

I am from bihar... feeling bad, but its true, and it has lots of dimension, and the important expect is this exam will give major play for the resources distribution in coming future... and the bihar having lower resources and the distribution is blood shed,.. especially for the fight of job or for the admission.
As this picture belongs to a poorest area of bihar. I am not justifying it but it is true.
just see it as a fight for future resources distribution..
