ISLAMABAD: Laws can be good or bad but the government should ensure their implementation.

This was said by the law and justice commission secretary, Mohammad Sarwar Khan during a special lecture titled ‘Theory of Change for Rule of Law Reforms’ organised by Sustainable Development Policy Institute (SDPI) on Wednesday.

He said the impact of crimes in mega cities was huge so they need a policy to tackle them differently.

Mr Khan said although army courts were for just two years, they should be a wakeup call for the civilian authorities.

“It is strange that police stations don’t get budget as it is spent at DPO level,” he said.

“ASP doesn’t want to visit the police stations. On the other hand in United Kingdom Chief Constable starts his career from the post of constable so he knows everything about his department. ASPs should also sit in the police stations to get first hand information about issues,” he said.

“We need to focus on delivery of service. Moreover, government is not willing to share data. It should dare to innovate, test and apply good practices and engage all stakeholders in decision making,” he said.
