Nadra reports throw up interesting data

ISLAMABAD: Pre-scan reports from 40 different constituencies of the national and provincial assemblies — prepared by the National Database and Registration Authority (Nadra) — have revealed some interesting facts.
The three-judge inquiry commission, headed by Chief Justice Nasir-ul-Mulk, had ordered Nadra to submit the pre-scanning reports at the request of PTI counsel Abdul Hafeez Pirzada to help establish how many ballot papers were used in these constituencies.
Some of the results from the reports suggest that in the case of the National Assembly constituency NA-258 Karachi–XX, where PML-N candidate Abdul Hakeem Baloch won the election, the pre-scanning report said the total votes polled was 177,806, but the number of votes polled in the polling stations whose election material was received by Nadra was 32,865, of which 4,680 had invalid CNICs mentioned on the counterfoil, whereas 23,432 had bad quality fingerprints on used counterfoils.
In NA-211 Naushero Feroze-I, where Ghulam Murtaza Jatoi of the National Peoples Party was successful, the total number of votes polled was 162,722, of which 28,962 had bad fingerprints while 8,700 featured invalid CNIC numbers and 373 were duplicate votes.
In NA-256 Karachi-XVIII, which was won by MQM’s Iqbal Mohammad Ali Khan, the total votes polled were 251,399, of which the number of votes polled in stations whose election material was received by NADRA stood at 84,748. Around 11,343 votes had invalid CNICs, 791 were out-of-constituency votes, 5,893 were duplicate votes and 57,642 had bad fingerprints.
In NA-202 Shikarpur-I, where PPP’s Aftab Shahban Meerani won the seat, the total number of votes polled was 140,214, of which 9,600 had bad fingerprints and only 2,302 votes could be biometrically authenticated. There were also 2,283 counterfoils without a CNIC number.
In NA-208 Jacobabad, which was won by PPPP’s Aijaz Hussain Jhakrani, the total number of votes polled was 111,131, of which 13,893 had bad fingerprints, while 10,096 could be authenticated. There were also 3,480 votes with invalid CNIC or CNIC missing.
In NA-200 Ghotki, won by Ali Gohar Mahar of the PPPP, the total number of votes polled was 16,482, of which 24,829 had bad fingerprints. Around 12,647 of the votes were authenticated, while votes with invalid CNICs numbered 4,920.
In NA-118 Lahore, won by Mohammad Riaz Malik of the PML-N, 166, 084 votes were polled, had bad fingerprints and only 15,835 could be authenticated. Nearly 4,043 votes had invlaid or missing CNIC numbers.
In NA-154 Lodhran, which was won by PML-Ns Muhammad Siddique Khan Baloch, the total votes polled were 226,619, of which bad quality fingerprints were 122,133 and the authenticated votes numbered 73,707. Around 20,601 votes had a invalid or missing CNIC number.

Interesting DATA? Yes, real interesting data.
Bottom line: The data proves, that it is of no use to have finger prints, neither is it necessary to have CNIC.
Why not simply the election process, and make it walk in type.

What can we say, is it mismanagement, massive rigging, obsolete system of ECP or lack of their will to conduct fair and free elections. I don't believe even fresh reforms are introduced, same faces of ECP may produce the same results, unless the culprits are not punished.

Where is rigging proof in this report. There are only 2 conclusions that can be drawn a) hand writing CNIC numbers in counter-foil is an error prone exercise and b) NADRA's fingerprint matching software is not sophisticated enough to read high number of paper based fingerprints.

You will see result of all NA elections are farce, it is fault of H"able Judge Rtd Fakhruddin Ibrahim he is honest and sincerely, but due to his age, under him all four provinces election commission taken leverage and help where ever they got to helped. One seat of Dera Jamai, where ex-PM Jaffer Jamali won seat of NA. Total cancelled votes are 25,000 but Mr Jamlai won with 6000 votes. how funny result. Judicial commission must look in this matter also.

The figures do not tally eg for NA-200, it says total number of votes polled was 16,482 out of which 24,829 had bad finger prints, 12, 647 were authenticated, and 4,920 had invalid CNIC numbers. So details of 42,396 votes have been given against total vote cast of 16,427. How is that mathematically possible?
Moreover, NADRAs bio-metric verification of SIMs proved deficiencies in the system. Finger prints of the individuals with latest smart cards could not be verified even in the presence of the individuals. They had to visit NADRA again and again to resolve the issue. So, how can NADRA do it from the votes in the absence of the individuals. Most of the CNICs were issued before bio-metric system by NADRA too. So how could those be verified.
Thus, NADRA cannot find exact details at this stage and we must not be mislead.

Sorry Sir, it doesn't lead to anything. NADRAs system's deficiency had been proven during SIM verification process. I had latest smart CNIC, yet my finger prints did not tally even in my presence. How is it possible in the absence of the individuals and with the older CNICs?

How can you blame EC on the basis of a faulty report by NADRA, Sir? Have you forgotten problems faced in thumb impression verification during SIM verification process, despite the physical presence of the individuals. How could NADRA do it in the absence of the individuals where most voters' CNICs were issued before introduction of bio-metric finger printing by NADRA?

Nadra comes under interior ministry, therefore showing clear signs of pressure form Ch. Nisar not to come up with clear conclusion. Finger prints authentication was Nadra's idea and ECP has been given to provide to implement using magnetic ink. it seems both had failed.

Whether it proves rigging or not but it proves one thing beyond any doubt that EC is an extremely incapable organization. It badly needs reforms. There should be energetic and capable people instead of retired judges. Introduction of IT will also help at great length.

All these developments will give further headache to judicial cum inquiry commission. One thing is now definitely established- elections didn't reflect true will of people. On that front pti has proven its point. Whether it was rigging or irregular ities on part of ecp is another matter

The simplest end result is, we are still far away from real honest fool-proof voting system. Unless we device and adopt 'electronic voting system" with automatic verification of voter's identity and elimination of duplication, we shall never have a free and fair election.

There are statistical models that detect and can prove rigging (statistically speaking). One key element is that if the "increase" in number of votes (voter turnout) from the previous elections, mostly went to the winning party then it is a sign of ballot of stuffing or forged results.

All this reveals that if ECP did not receive the polling material of remaining votes, it casts a significant doubt on the actual existence of the vote.
The point is that these reports suggest, in my opinion, that elections do not represent the people's choice, agenda or representation. It is man handled either through rigging or through weak controls in place, by the influential corrupt politicians Pakistan is nurturing since independence. We need to make a decision whether to get rid of the system and stooges or let the same happens to the generations to come. The current downfall has lead to instability within Pakistan from every walks of life. If not rectified, we will be heading towards total failure. Whatever choice, we as Pakistanis make at this point, is detrimental for the nations survival

I dont think the data says anything more what was already know. There is always room for discrepancy 5% - 10% which does not change the overall outcome of the whole election and it needs to be sorted out on case by case basis. The Bush election is a great example of more than 10% discrepancy - in which the losing candidate took the white house and there were many irregularities. I still believe that these elections were free and fair and PTI has other problems that it is trying to hide.

A very interesting thing is that there is not even a member of PTI who has rigged the E-2013. It is mere natural or the truth of PTI. It shows and clearly indicate that there is no election free and fair in history of pak. How many it costs to bring a modern biometric machinized voting system, ofcourse so much more than METRo..

And if there was such a systematic dhandali what happened in Karachi by-elections exact same result in favor of MQM. What happened Gilgit, election under microscopes, military. PMLN defeated PTI.
Bottomline is PTI has list its ground specially after its shameful behavior in the aftermath of APS tragedy. Its poor management of floods, the CMs dancing on stage, sabotaging the Chinese vist and etc etc.
PTI has three years to dig in and deliver - it should stop crying this song and work on replacing Imran Khan as he is destroying the party.

Pre-scan reports insinuates serious rigging. Our electoral system is ultra-poor through which anybody can steel people's mandate. The report suggests massive rigging. Thousands of votes have bad fingerprints while thousands are without valid CNIC numbers. Pathetic development. This means the current governments at the federation as well as provincial levels, are not people's choice given the scale of irregularities found in the NADRA reports.
