KARACHI: A day after the Sindh government extended the police powers of the paramilitary force for a mere 30 days rather than the usual four months, the Rangers director general took to the social media on Friday to make it abundantly clear that there is no time frame to complete the Karachi operation.
“Karachi Law Enforcement Operation will continue till its logical conclusion is achieved, in sha Allah,” stated Rangers DG Major General Bilal Akbar in a tweet.
A Rangers spokesman confirmed to Dawn that the twitter account @Bilalak80 was the genuine account of the Rangers director general.
While the tweet does not specifically say that he is referring to the Rangers-led Karachi operation, it is reasonable to assume that Maj Gen Akbar is speaking on behalf of the paramilitary force he heads in Sindh and is not alluding to the operations conducted by the Sindh police, Federal Investigation Agency and National Accountability Bureau.
In the carefully worded tweet, the use of the expression “logical conclusion” appears to be a prompt riposte to the Muttahida Qaumi Movement — bitterly and openly opposed to the paramilitary force — as well as to the Pakistan Peoples Party-led Sindh government that extended the police powers of the Rangers for just a month and that too in Karachi division only.
The beleaguered PPP government, headed by Chief Minister Syed Qaim Ali Shah, also decided to take the issue of the Rangers stay and police powers to the Sindh assembly.
However, PPP leader Senator Saeed Ghani told Dawn there was nothing unusual about the Rangers chief’s tweet. “It [the tweet] doesn’t mention that the action has to be taken only by the Rangers,” he said, cautiously.
Recently, Sindh Chief Minister Syed Qaim Ali Shah in a letter written to the Rangers director general had accused the paramilitary force of “acting beyond their authority and mandate”.
The chief minister also recently said that the Rangers were given the mandate to take action against terrorism, targeted killing, kidnapping for ransom and extortion, while financial crimes and corruption did not come under the purview of the paramilitary force.
In the early hours of Thursday, the Sindh government, through a notification issued by the home department, extended the special powers entrusted to Pakistan Rangers, Sindh under clause (i) of sub-section (3) of Section 4 of the Anti-Terrorism Act, 1997 within Karachi division for a period of 30 days with effect from July 8, 2015.
Meanwhile, the Rangers chief tweet attracted admirers on the social media. It was retweeted 340 times, and received 531 favourite clicks just hours after it appeared.

Municipality administration of Karachi has collapsed.Nowadays the Karachi city is the most dirtiest and unmanaged since 1947.No municipal activities of cleaning,picking of thrash,sanitation,repair and maintenance of roads,water supply,street lights,traffic control and Mass transit system.This city called the Paris of the East is the worst city of the world in 2015 as there is no Local government for the last seven years.Who is managing the city?

Corruption is not something we can eradicate. So called advanced western societies have this too. They just do it differently.
Pakistan cannot get any better until boys get out of the civilian affairs and give the electorate a chance to mature and realize the power of vote. It will probably take 3-4 iterations of military-free democracy proceedings before we start seeing positive results. But we are too impatient and short sighted. And would love a magic wand to wipe the board clean with a spell.

When martial law comes, it comes for 90 days. Then they decide not to leave. After aagitation and unrest it takes them more than 10 years to leave.
This operation will go on for another 30 years, because strategic assets are still intact.

Rangers will work in the short term and then will drown in the filth of corruption. The only way out is to reorganize Karachi Police, particularly lower civil courts and give local bodies adequate powers to manage the city of Karachi and send back Rangers to their job of guarding the borders. However, the establishment wants to conquer Karachi and this is the way to go. All the best while it lasts.

@M Jamal Islamabad is managing; when Mustufa Kamal was Mayor Karachi was lot better. Rangers foot soldiers should be cleaning the city. Problem is with people. Every mosque stresses the need for cleanliness; but this applies only to their homes; Pakistanis love to throw their garbage next to someone else's home; thus problem can be managed by forming neighborhood watch groups, setting up garbage dumps in the neighborhood and garbage pickup and disposal services managed by KMC or by Rangers. Every institution in Pakistan is broken, someone please tell me if police Deptt is not functioning then why they are getting paid. Need is to find as to why Police is corrupt and fix the problem. Rangers do not have skill set to collect evidence that can stand in court of law; if there is court of law.

Rangers have overwhelming positive support by all Pakistanis. Karachi operation is producing results and it provides some hope to people suffering under corruption and crimes. People like it when they hear, continuing operation till its logical conclusion, why it should be any other way anyways? Safety and protection of pakistani citizens in Karachi is rangers priority, not what politicians keep crying about the operation. Thank you rangers, residents of Karachi appreciate your efforts to free them from clutches of corruption and crimes. it would be nice to see some big fishes behind to bar soon.

Rangers may or may not be doing good work, and actually they are doing very good work, but they do not have authority to go against the Chief Minister. He is the legal CEO of province of Sindh. This situation is exactly similar when the then Prime Minister sacked General Musharraf. One can debate if PM's decision was right or wrong or good or bad but the Prime Minister was in his full legal authority to take that decision, so it was perfectly legal.

In any of the operations there is a definite start and end and a description of phases and expected outcomes. However, not acknowledging the timeline casts serious doubts on rangers professional capabilities or it raises concerns about their sincerity.
