Special cell in Pentagon for defence ties with India

WASHINGTON: The United States has set up a first-ever country-specific cell at the Pentagon to accelerate its defence ties with India, a senior US official said on Wednesday.
The India Rapid Reaction Cell will also streamline projects for co-development and co-production of hi-tech military equipment in India.

Keith Webster, Director, International Cooperation Office of the Under Secretary of Defence for Acquisition, Technology and Logistics, heads this cell.
India is the only country to have a specific cell of its kind inside the Pentagon.
In an interview to an Indian news agency PTI, Mr Webster said that India and the US had also started negotiations to jointly develop a next-generation aircraft carrier. This carrier would bolster the Indian Navy’s blue-water capabilities, he said.
The first unit of its kind will deal with co-production of military equipment
The two countries established a working group for building the aircraft carrier when US President Barack Obama visited India in January.
“The purpose of India Rapid Reaction Cell is to … move quickly and timely … on all the initiatives that we have ongoing under the US-India-US Defence Trade and Technology Initiative,” Mr Webster said.
Currently, seven officials are working on this cell, representing various wings of the US Department of Defence.
The Indian media reported that Defence and Strategic relationship would be a key topic of discussion when President Obama meets Indian Prime Minister Narendra Modi on the margins of the UN General Assembly in New York later this month.
Indian Defence Minister Manohar Parrikar is also expected to visit the Pentagon next month.
“We are embarking on some new initiatives,” Mr Webster said.
He said the cell, established in February, enabled the two countries to complete a series of technical talks within three months, although usually such talks go on for years.
The two countries are also working on four co-production projects, which include the next-generation Raven unmanned aerial vehicles (UAVs), ‘roll-on, roll-off’ intelligence-gathering and reconnaissance modules for C-130J Super Hercules aircraft, mobile electric hybrid power sources and chemical, biological warfare protection gear for soldiers.
The Pentagon cell is looking into 25 other proposals that have come from American defence industry for co-development and co-production.

US is giving defence technologies to India which it has not given to any other country in the world. Some of the examples are Boeing P-8 Poseidon aircraft, which no country has other than India. US is also working with India and has taken it's Navy officers to it's Aircraft carrier building facilities to train them in the next generation technologies and helping India to build next generation aircraft carrier with Electromagnetic Aircraft Launch System (EMALS), which no country has other than US.

right now we only spend 2.3% of our GDP on defence, but we can easily spend 5% of our GDP to defence sector.....

@el cid that is wishful thinking . Russia has a huge co development partnership with India and has had one for many years. The Brahmos missile which is part of the Russian military and the Indian military is a great example . The Brahmos stands for bhramaputra and Moscow and is in the 5'th generation of development. The U.S.has realized that it is hard to sell military hardware to India given its indigenous ambitions and has decided to pursue a strategy similar to Russia. China will be the one country that will be the most unhappy about this outcome.Japan ,Korea and India are already deeply embedded in advanced technology.

The lust for power should not diminish the aspiring countries desire for greater economic growth, reduction in poverty and education for all. Together with health for all facilities, only could nations aspire to be placed amongst the powerful few. With basic health and hygiene facilities non existent, poverty around, lack of housing and basic facilities for the masses, unbridled corruption and many more discomforting facts. Production of weapon systems will only aid to more miseries of the masses with the drainage of important funds required for more important projects.

@harmony-1 - If you read the last line of the article, it speaks about co-development and co-production. In simple terms, we will spend money on defence but then US will have to set up factories in India to do this. If India is buying next generation assault rifles from Colt (US), then they are setting up a plant in Maharashtra (West India) for this. Similarly for Lockheed Martin and others for aircraft. So, the plan is to make in India so that India can export surplus capacity, hence earning foreign exchange. That is the essence of Modi's "Make In India" initiative. We have a USD 100 billion dollar military modernisation plan out of which 85% will be spent in India.

Everyone missing the point here in all the excitement. What does India need? Lots of Western arms to upgrade its crumbling and aging Russian hardware and India has money to pay for it. What does America have? Lots of new weapons to sell and it is looking for client with money to spend. Its all about arms and money and this special cell is there to make the transactions smooth. America doesnt transfer any technology to anyone, not even to Israel so not sure what Indians are getting all giddy for.

This approach is not new and goes back to the days of Pandit Nehru. India has been doing exactly this in many non defence heavy industries, for the past 60 years. It is time we focussed on R&D and started inventing products, technologies and processes. We've had a lot of success in the pharma and biotech industries but need to beef up our research in other areas.

The status allies and enemies keep changing depending on what suits the nations interest best. We (Indians) should not indiscriminately use the word 'Superpower' to quench our thirst of ego.In my view, International Relations should not be made analogous to a competitive examination. The question is not who comes first or second or third, whether judged in terms of Gross National Product, number of billionaires in the Forbes or Fortune lists, number of Olympic gold medals won, size of largest aircraft carrier operated, or power of most deadly nuclear weapon owned. We should judge ourselves not against the achievements, real or imagined, of other countries,but in the light of our own norms and ideals.

@TARIQ SHAHID -You are so right-for the first 50 years or so, they depended on Russia and it's technology and milked that special "defence" relationship for all it's worth. I suppose not much came out of the so called transfer of the state of art technology-hence the shift to the West.The point to remember here is what is the West looking for in return and at what price? twenty years from now, the end result may not be much different than the Russian experience. In the meantime there is that small matter of trying to find enough food to feed the over 330 million hungry, poor souls. Indeed a small price to pay-to attain super power status!!

Aircraft carrier are white elephants. They are pretty much useless in small theatre. With advances in missile technology and fast boats the carriers become easy and very large targets.
Secondly, you just cannot have a carrier by itself, you need an entire naval group, which includes CAP, subs, destroyers, and patrol boats around it. Anything short of a battleship.
America is the big winner. They will charging India for unusable expensive technology.

This is quite ironic to see on part of US that for some countries it is quite harsh in its dealing regarding their defense capabilities while in case of countries like India it is like paying no attention rather establishing cells for dealing with their defense issues. This is the very point where the dubious nature of US is quite understandable.

@Wez That's because you had followed the US blindly (just as you are doing with the Chinese now). We signed a nuclear deal with the US in 2005, doesn't mean we buy reactors from them. But it has opened up other opportunities with the rest of the world.

please learn from this news & try to understand the importance of economic development & investments / tie ups with other nations. they would protect you for safety & security of their own investments & personnels in your country.... It is possible for you only & only if you give the policy of terrorism in totality & extend hand of friendship with India. Look at the relations between Iran- US, US- Cuba, etc... all have realised and now its your turn....

@N.Sid - When I was a kid, there used to starvation deaths in India. Thank God, with persistent dedicated hard work, poverty is still there but not that much. Even the remote unreachable areas have free schools.
Unfortunately across the border used to all lush and green, but now starvation deaths are heard in poor areas. Something is wrong over there.

You nailed it. For a moment if we sit back & think, any sane mind will faint looking at the amount of money spent on building these weapons. But at the same time this is a necessary unhealthy choice as the world is not "ideal". You need to be armed to teeth to thwart any aggression as long as it doesn't drive you nuts & force to spend blindly on defense.

First I'm an Indian so & no basher of any sort........ Please revisit & think what you have said. US or any other country will only setup manufacturing units meaning factory labor not research scientist. If I go by your notion of roping in Indian "software talent" then let me say it's far too long for the Indian talent to get developed at the scale the US is thinking leaving few talents in ISRO or DRDO which is so minuscule that it can be counted on finger tips. Defence technology requires very very high degree of research in materials, instrumentation, mechanical, embedded electronics & software etc & frankly speaking we know where our companies/educational institutions stands in terms of research which is quite evident from the number of research papers published per year. So we have to start as a labor & then gear ourselves up as "innovators" rather than "imitators".

Strategic Win for both India and the US.
1. The US may be at loggerhead with Russia but they dont want sanctions moving Russia from their sphere. So who to look upon. INDIA.
2. US along with Japan wants to control China. Who can do it better than INDIA
3. Asian countries such as Vietnam; Phillipines; Taiwan; Korea all have wonderful relationship with INDIA and dont trust China. They are also supporting INDIA
4. M.East Countries are more comfortable with INDIA and are supporting INDIA.
So, its all the way for INDIA as long as Sonia and her Kid dont keep messing around.

American friendship has caused havoc to Iraq, Pakistan and other countries. It has interest of money oil and doctors/engineers etc for its services. They are making their needs fulfilled from all sources. Even soldiers are recruited from other places. Israel is the only country who have placed clutches on them through banking control.
