ISLAMABAD: The federal government said on Wednesday "the implementation of National Action Plan (NAP) is a shared responsibility and all institutions have to play their role, while remaining within the ambit of the constitution".
This reminder comes a day after the military called for greater civilian cooperation to fight terrorism.
During a Corps Commanders Conference in Rawalpindi on Tuesday, held to review the country's internal security situation, Chief of Army Staff General Raheel Sharif had stressed the need for "complementary governance" for progress in the fight against terrorism.
The government stated that it will continue to pursue the National Action Plan (NAP) and all other initiatives to bring about a positive change in the life of common man.

According to the statement by government's spokesperson, the decisive action taken by the government against extremism and terrorism over the past two years has been widely acknowledged.
“Successful implementation of this strategy was only possible due to broad political consensus achieved by this government, brave action by men and officers of armed forces and coordinated efforts by provincial governments, police, civil armed forces and intelligence agencies”, the statement added.
It further noted that, “The apex judiciary has also extended its full support to this effort. Most importantly, credit goes to the people of Pakistan, who wholeheartedly supported this operation.”
“True to its belief that it is accountable to the people of Pakistan, the government has taken all its decisions in an open and transparent manner, keeping the national interest as its foremost priority.”
“The government's firm commitment to good governance has been the hallmark of all its policies. The initiatives taken by the government are showing visible results in improved law and order situation and vibrant economic development,” the statement concluded.

It is not a shared responsibility,only the person in the driving seat of the government is responsible for the governance.this is a rare opportunity for the democracy to prevail in Pakistan as most of the democratic forces are there to help the current government to succeed

So what they are saying is implementation of NAP is a 'shared responsibility' but government's share should be minuscule only to the extent of lip service and most of the responsibility should fall on army's shoulders only.

It is a dream which may never come true- this government is loaded with incompetence and the ill-willed politicians is not there to fix Pakistan’s issue. Rather, destroy it further. They are accumulating foreigner debt beyond country’s repayment capacity while all state-enterprises are running in grave deficit. On the other hand people are experiencing sense of despondency.
Army must take visible actions against corrupts and corruption across the provinces and parties. If not, they are risking their institutional credibility

Corruption,money laundering ,are classified as most heinous crimes in international community,viz China,Nigeria,Indonesia,Thailand,Vietnam,but our political leaders are incensed by this deseases ,and there is a capital punishment i.e.deathy penalty for corrupt .Unfortunately many big fish have swept away,and NS govt failed to apprehend them, that's the failure the people are talking about.

what the military doesn't understand is the constitutional process that the civilian government needs to abide by........prime minister can't outright make a decision to ban a party, order executions of jailed ones, seal off a premise, freeze assets and so without proper investigation, unbiased prosecution, proper legislation, consensus, approvals in parliament etc within the legal framework........if he or she does, then they are no different than dictators..........one feels very empowered holding a gun and getting things done but unfortunately that's not the case in a civil society.

I agree with Army, I don't see improvement interns of better equipment, better training and better facilities for Police. Ranger cannot control law and order for long. Step up Nawaz. Time to match what Army has done.

Army is an institution under the government and should not issue public statements criticizing the gov. Finger pointing can become costly for the institution because sooner or later they will be reminded that whatever Pakistan is facing it is because of Army's policy of harboring and supporting terrorists

This government is failing on pretty much all fronts. For them the word security is terrorism related only it seems. Fixing Police, IB, FIA, NAB are not part of this 'security' policy it seems. How long will the political elite keep protecting the corruption they are tasked to eradicate?!

Criminals are roaming around free, are allowed out of the country whenever they want, and no one has the guts or the will to tackle them. The government and the judiciary has no interest in making this a country of laws. Under these circumstances, NAP is just a facade with a fraction of those unwanted ones taken to task.

The army role so far since Gen. Raheel took charge:
1.took the fight to the terrorists in FATA sacrificing their lives for the better Pakistan
2.the Rangers operation in Karachi which has made Karachi arresting all types of terrorist,
3.Thanks to Gen.Janjua Baluchistan is safer where you cannot hear voices demanding independence from Pakistan
Nawaz Sharif role since he has come into power:
1.Ch. Nisar claimed Mr.Dar has not allocated the money required to make NACTA functional but Nawaz Sharif seems to find money to make the r.pindi-isb metro bus and orange line train service
2.Unable to build depoliticised institutions ie. police, NAB which will help in catching terror financiers and terrorists
3.Unable to bring FATA into mainstream Pakistan by passing the 22nd amendment as per majority of FATA+APC of political parties wishes to merge with KPK but what does Nawaz Sharif do makes yet another committee

Smiling at the comments mentioning NAB and corrupt politicians in the context of NAP and criticising the govt. For incompetence? To be more clear, NAP has nothing to do with politician and corruption. You mix them up and talk about gov is confused? The NAP is child brain of this gov. The delivery is being carried out and the mess of 20+ year (severest between 2005-10) will take time. I can't buy that very army opposed to north WazirStan operation for 10 years have suddenly started doing the same operation? To me and to the world, it's the government that rightly said it is the success of people of Pakistan. To me ISPR message may have actually some other agenda. We need to stand with government.

No curbs on financing of terror, madrasah registration and sources of funding, FATA development and education, police and court reform. These are civilian side of the equation that stands at zero. Military gains will be nullified once they pull out of the troubled areas because government has done nothing to develop and address the issues behind terrorism.

Its the failure of all institutions. The Army were the ones who created terrorists like Taliban and brought to present situation. Politicians like Imran Khan, and their dharnas helped someone to get stronger and someone to get weaker. The incompetence of provincial government like KP and Sindh helped terrorists stay longer, where they broke Jails and carried out attacks like APS. The Judiciary on the other hand and its failure to take action made case for having Military Courts. When PML-N says NAP is a shared responsibility, no one should doubt this. Pakistan's future and stability depends on all institutions working together.

Some tv anchors were trying to create a gulf between govt institution after PM visit to USA, Govt can't outright make a decision to ban a party, order executions of jailed without proper investigation, unbiased prosecution, proper legislation. Military govt are not answerable to any, while govt is answerable to several institution and court of law. Govt response is Good and well calculated.

The Govt has either missed the point or has purposefully ignored it. The Army is correct when he says that the civilian part of the Govt is not performing its duty and is wrongly putting all the burden on the Army. It is a fact that the army action against terrorism in the country is one important element of the solution and not the whole solution in itself. Army action has to be backed up with a strong civilian administration structure in order capitalize and sustain the gains. In the current scenario, Army has and is doing its job, whereas the civilian government is yet to plan and institute effective civil administration in the areas of strife. Swat is a glaring example, where the Army still sits long after it finished it job because civilian administration remains ineffective. It is the same story in North Waziristan and elsewhere. Civilian government needs to own up its responsibilities soon or resign if it admits its incompetence and inability to provide governance

@Lodhi I dont agree. Terrorism was in Pakistan for the last 10 to 15 years. All the institutions were there. It is the present Government which took bold action against terrorism after the attack on Karachi airport and that was before attack on army public school. It is not appropriate to give credit to only army because it is not the army of some other country. It is Pakistani army and it must fight against the terrorism as per Government directives. It is irony that this statement has come at the time when significant progress has been made in fight against the terrorists and the and the law order situation in the country has improved trmendousely.

Government should realise that all money makes through corruption by politicians, beurcracy etc. is going fully or partly to anti state activities. Again, again smoke and mirrors, the world of grey and indecisiveness, passing of the buck, malingering, etc by the civilian government. Please understand, if left to any civilian government - PPP or PML-N, no action would have been taken against the terrorists. It was only the unfortunate events of the APS massacre and clear initiative and vigor of the Pak Army that all good things are happening, first against Terrorists and then against corruption and other criminals. PML-N is just doing what the Army is telling them to do. They are not doing there part. Very clear. And they should not try to pass the buck by giving wishy-washy statements to deceive the public again, hiding their lack of interest in NAP.

@Khan. I don't agree. It was a geo political situation at that time that had contributed to their grooming and strength. There was a time when all our elders including the intellengistia, the writers and all forms of the civil society including the politicians were in the fever of praise for these elements. Now when they have back fired the Army is being made a scape goat. In fact it was poor leadership at the national level that failed to comprehend the repression so of indulging it to the Afghan- Soviet crisis. The Americans left the Afghans in a lurch after achieving their purpose. Leaving the country in a civil war like situation that kept on seeping in to Pakistan. India too is maintaining its stretigic reserves in the form of such elements. It's good luck is that they are not directly connected to its borders.
