MANSEHRA, Dec 2: The chief of Jamat-i-Islami and the central leader of the Muttahida Majlis-i-Amal Qazi Hussain Ahmad on Tuesday said that the MMA has entered into an agreement with the ruling party by settling all the issues to end the prevailing constitutional and political stalemate in the country but President Gen Pervez Musharraf was the only hurdle in the implementation of the agreement.

Speaking at the JI workers’ convention in Jamia Mukhsinat here he said that the MMA has agreed for a vote of confidence in favour of President Musharraf after he takes off his uniform but he (Musharraf) was insisting on getting the vote of confidence only from the national assembly and the senate.

On the other hand, the MMA wants President Musharraf to get vote of confidence not only from the national assembly and the senate but also from all the four provincial assemblies, he maintained.

He said that all powers have been concentrated by Pervez Musharraf in his own hands and has rendered Prime Minister Zafarullah Jamali quite powerless. Qazi alleged that Musharraf was ruling in two capacities and has himself become an officer as well as a subordinate.

He said that Musharraf makes visits of the USA, China and other countries which according to Constitution is the duty of the prime minister. The JI chief alleged that the rulers have marred the functioning of the judiciary by resorting to unconstitutional and unethical tactics.

The extension in service was given to the sitting chief justice of Pakistan under the Legal Framework Order which was against the basic spirit of the Constitution, he added.

Qazi Hussain alleged that problems were being created by the centre for the MMA government in the NWFP so that it could not fulfil its agenda of Islamization in the province. He said the NWFP assembly has passed the Shariah Act and the passage of proposed Hasba Act is a prerequisite for the implementation of the Shariah Act.

He said that it was an irony that the NWFP governor was sitting on the draft of the proposed Hasba Act and was not putting his signature on it. He said that the rulers would have to shun the policy of getting dictation from the ant-Islamic forces and would have to act in accordance with the interests of the Muslim Ummah.

Qazi warned that if the Constitutional Amendment Bill was not brought in the parliament on Dec 17, the MMA would stage a sit-in on Jan 15, 2004, in Rawalpindi and Islamabad.
