KARACHI: Amid a debate on media ethics and calls for training of security personnel, the police registered a “counter-case” against the reporter of a private news channel on the complaint of a National Database and Registration Authority (Nadra) official for creating “hindrances in official work” a day after she lodged a complaint against a Frontier Constabulary guard for allegedly slapping her in the face during the recording of a television show, officials said on Friday.
The FIR against the TV reporter, Saima Kanwal, and her team members carried the sections of the Pakistan Penal Code defining punishment for those who created hindrance in official work and challenged the writ of the state.
SSP Muqaddas Haider confirmed that a case against the journalist and her team had been registered on a written complaint submitted by the Nadra official, Niaz Ahmed.
On Thursday the Gulbahar police registered an FIR [166/2016] against FC guard Hasan Abbas posted at the Nadra office in Liaquatabad for allegedly slapping Ms Kanwal, who went there for recording of her show for K-21 TV channel about the problems being faced by people at the office.
A video clip that showed the FC guard slapping the reporter went viral on social media. Soon afterwards, the incident came to the notice of the authorities.
SSP Haider said the Nadra official had filed his application for an FIR against the news channel’s team the same evening [Thursday] but it took time before it was turned into a formal case.
The police would investigate both cases before taking any further step, he added.
The unsavoury episode triggered a debate about media ethics, code of conduct for journalists and the behaviour of broadcast journalists. It also kicked off discussions about the need for training of security officials performing duties at public places.
Senior journalists, media bodies and professionals from different walks of life strongly condemned the FC guard’s reaction against the reporter.
However, they also questioned Ms Kanwal’s professionalism and the way she was addressing the FC guard and challenging him among dozens of people.
The 29-second video clip appears to show Ms Kanwal trying to grab the guard’s collar.
“Whatever we watched over the video is extremely painful and the security guard’s action is condemnable,” said Fazil Jameeli, president of the Karachi Press Club. “But I am sorry to say that what the reporter was doing was not journalism at all. Here we need to understand that our broadcast or electronic media is passing through its early years and cannot be termed mature.
“So such episodes can provide lessons to our professional colleagues as to how they are expected to execute their job without assigning themselves the job of policing the state.”
Meanwhile, Interior Minister Chaudhry Nisar Ali Khan ordered a probe into the incident, adds APP news agency.
In a statement, the minister said that misbehaving with journalists while they were performing their duties would not be tolerated.

I have seen the video clip myself. The lady journalist was clearly at fault. She was manhandling a guard on duty and shaming him publicly. Guard tried to ignore her for quite sometime but when she grabbed the guard by his uniform collar, he lost his cool and gave this lady a tight one.

The lady reporter was instigating violence. She tempted the FC guard throughout the encounter till he lost it. She had no right to insult him. She appeared to be in a euphoric state that appeared to lead her into believing that both a microphone and a cameraman give her a right to be above the law. Technically she was harassing him. In all fairness she brought this upon herself.
The FC guard needs to be reprimanded for losing it on a civilian but the reprimand should only involve recommending him to a retraining workshop in handling rowdy females. He could have easily restrained himself and called for lady police backup and let a lady policewoman take over.

The reporter was repeatedly verbally provoking, shaming and insulting the guard ... the guy tried to walk away but she started pulling at his arm forcing him to face the camera. Many reporters of smaller tv channels have the same attitude, in a quest to earn cheap popularity they resort to extreme pestering and provocation ... I daresay they intentionally try to elicit a physical confrontation.

We must respect women, but she failed terribly as a reporter. I assume, she is more educated than the security person, she didn't meet basic standards of journalism. Thankfully we have the video recording, otherwise no one would have ever believed this security person. What is did is not right, but the greater fault lies with the reporter.

After watching the clip my personal view is that the lady reporter not only instigated but also manhandled the guard on duty. She crossed all limits for cheap popularity and improving rating of her channel. It is also been told that the tv team went to this government office (NADRA centre) without permission.
Hitting / slapping by the guard is doubtlessly bigger offence and downplayed what ever the lady did. He should not have done that and would definitely be questioned by his superiors for his behaviour. Plus guards like have have to be trained as to how to behave in public places and not merely punished. It is clear he tried to go away until the reporter touched him.
The lady reporter also needs to be careful. How she behaved that slap was inevitable. Media should not think they are above law and seriously train their staff how to behave and follow reporting etiquettes

At first instance the guard was not allowing media people to do their job properly, guard was trying to take them out of the NADRA office, which resulted strong reaction from media people towards the guard. Though the lady was rude in last moments but this cannot justify slapping her. This act shows guard typical approach towards women.

It's the "Sar e Aam" phenomenon. Tailing people caught not doing their job, or worse, being corrupt. Verbally taunting them, public shaming, shouting matches, etc. Her mistake was getting physical which the presenter of the aforementioned show never does. That too with a primitive from the hinterland. It became a question of self-respect. He clocked her. Sad but inevitable. Agree with many of the commentators here. Since long am watching programs in which i see people with mike going every where jumping in people's houses their work places their stores and kitchens barging in as if a microphone and a media badge gives them the right to be judge advocate and jury on the spot, so many instances have occurred where journalist in connivance with the police extort money from people who are indulging in unfair means blackmailing them and what and what not.
Is that what we call freedom of press ?
Had this incident occurred in USA believe me this woman would have been in the back of a police car face down and handcuffed for obstructing an official from performing his duty and manhandling a person in uniform.

In most western countries, handling a Police Officer or even touching, could be construed as a 'assault', a crime, albeit a minor one.
In this case, the reporter is clearly seen chasing, abusing and pulling at his the guard's shirt - almost goading him to say or do something that she could use to highlight her story and create more sensation. IT was unprofessional.
He over-reacted and should not have hit her, especially in the presence of other ladies. That is inexcusable.

The reporters cameraman is the first one to be dragged by security, simply because nadra staff at the concerned branch did not want their mistakes portrayed on media. What this video shows is two Pakistanis behaving badly before the camera, and hundreds of eye-witnesses!
She was unprofessional, provocative in her tone and gestures. While the guard clearly was embarrassed and then lost his temper and shamefully hit her. End of story.

Hitting a lady is terrible and the constable must be punished. However media staff too have low ethics and do many things for ratings etc (like the reporter lying down in Edhi's grave, reporters faking news about catching GF/BF in parks, entering alleged prostitution places, playing music during serious news broadcasts, using biased tones during news reading etc etc). These should be left to the state.

A camera and microphone in-hand team, especially lady equipped with microphone, in the name of journalism, should under no circumstance, behave like an army on attack. Keeping honorable distance and non-aggressive attitude can collect news equally well, actually better when nobody is under threat. Professionalism is a discipline bigger than camera, microphones and shouting match. It needs proper training with the right mindset before a news 'team' is let loose to 'hunt' down 'victims'. Such incidences do not just happen for nothing.

FC stands for frontier constabulary and consists of mostly hired soldiers from Tribal areas of KPK these people though known as backward but have very high self esteem and would take any step if felt insulted they wont care about their job or whatever the media should know that she is talking to a soldier not a private security guard and insulting a soldier in public may have severe repercussions

Sad to read comments here that condemn the reporter's actions but have nothing to say about a Law officer physically abusing a female citizen of Pakistan. Her actions were unjustifiable but in a civil society, the law would have arrested her. No matter how much provocation ensured, the guard - an officer of the LAW, should have called female constables and have her arrested. The fact that he was forced to reply with physical assault is a not justifiable.

That is manhandling a weaker one; that is also sexism which is so rampant in our culture; it is legally and ethically wrong; it shows the slapper didn't have enough intelligence to handle the issue otherwise; it also means, he can only handle a situation with his physical strength, and what follows is that if he ever uses his muscles, on his own, against a stronger one he is done with. What the policeman did is wrong but it's a product of lawlessness in the country. Every one wants to decide the matter him/herself because they know there is no law and no justice. Had this reporter been in Denmark or in any other Scandinavian country and had she similarly tried to pull an police officers clothes and badges, she would have been arrested and most probably would have been jailed for 12-15 months.

Private TV channels anchor persons irrespective of their gender and age group are immature and do not have any basis training to do their jobs in dignified manner.
I have seen the footage of this very incident. The lady anchor person was shouting on the security guard like any thing.

Though any sort of physical violence is condemnable and just plain wrong, she started it by taking a hold of his uniform and pulling it. If she didn't want to be touched let alone slapped, she shouldn't have touched anyone either.

Watch the video again. Before video time 0.08 she was doing normal reporting. At 0.08 the reporter said "Aaap Mere Camere Ko Chood De". It means the guard was trying to stop the reporting. Then she and other (probably the cameraman) said "Haath Nahi Lagana".
So it's the guard who provoked the reporter.

I am very shocked to see that everyone is speaking about the reporter provoking the gaurd. Even if she did, the guard getting provoked and reacting in this manner points towards poor training. Anyway, can anyone tell me why was the reporter angry at the guard in the first place? Probably because the guard was mishandling a lot of women standing in the long que. Pakistan is one of the few countries where women are given extra respect and luxury such as separate queues in public place, special seats in the parliament etc. There are also issues related to woman abuse but it’s no different from any other country in the world. Yet there exist women like this reporter who think that they can get away with anything like breaking rules, insulting uniform by using terms like disrespect for women if someone tries to stop them or points to their wrong doing.

Police man started misbehaving with the camera man first. He was having no right to do that but later woman tried to stop him by his uniform... It was not ethical... Police man slapped the woman at her face... that is something totally unacceptable.
But the problem started when Police man tried to stop the camera man... He was having no right to do... That's the problem in Pakistan police in general lacks any respect for any human being.
This incident is a big shame for whole police department but they are shameless.
