Heart of Asia moot

INDIA refused to attend the Saarc conference in Islamabad, resulting in the postponement of the conference. However, I was surprised to read a Dawn report (Oct 25) that Pakistan will attend the Heart of Asia moot in India.

Why is Pakistan attending this conference as announced by Sartaj Aziz? How can Pakistan participate in that conference when India refused to attend the Saarc conference in Islamabad?
