A young man was fatally shot by a police officer in Islamabad's Sector I-10/1 in the early hours of Friday allegedly after failing to stop at a checkpoint, DawnNews reported.
Taimur received at least one bullet injury to the head after Samiullah Niazi of the police's Eagle Squad opened fire on his vehicle.
Taimur is reported to have died on the spot from the injury.
The officer fled the scene after the incident. Police said they had initiated a search for the suspect.
Police officials said they had instructed Taimur to stop his car but he had sped off. The police officer opened fire at Taimur after his refusal to stop, they claimed.
A female passenger in the same vehicle was reported to be in safe condition.
The incident sparked rioting and protests on Islamabad's IJP Road, with the victim's family dismissing the police statement and saying there had been no prior warning or order to stop before the officer opened fire. Protesters had set a police camp on fire, DawnNews reported.
The protesters later dispersed after negotiations with police officials, DawnNews reported.
A case has been registered against the police officer at the Sabzi Mandi police station by Taimur's brother. No arrests have been made.
Prior incidents
In May 2015, two young men were shot dead by a police patrol in Karachi's Bahadurabad area.
Police claimed that the the victims, along with four others on three bikes, refused to stop at a police checkpoint near the Tipu Sultan signal.
As a result, five policemen and their in-charge were suspended and arrested for shooting and killing the two motorcyclists.
In June the same year, two young men were shod dead in Punjab's Sadiqabad by two members of the Muhafiz Squad.
Two members of the squad were arrested while two others fled.
In January 2016, a youth in Karachi was shot dead by police officials for not allegedly stopping at a check post in the Gizri area.
The two police officials on duty – Altaf and Mudassir – were been taken into custody.

A TRAINED police officer knows how to shoot properly, knows how to shoot to kill, shoot to disable i.e could have aimed at the tyres and most importantly knows when NOT to shoot. A TRAINED police officer knows the difference. Even if the driver drove away in defiance of an order to stop he was not obviously representing a threat. The police officer was not in danger of being attacked or approached by someone endangering his life or that of others.
Taking a life without just cause is an irreversible offence. This incident was entirely preventable and the police officer must own up to the consequences of his actions.

I can understand why a police officer might open fire on a vehicle fleeing a checkpoint (even if it is somewhat extreme), but why did the police officer run away afterward? If the shooting was justified, he should have remained at the scene and given his version of events. Now, even if it turns out he was correct to fire, his version won't matter at all. Police and other armed forces are trained to handle arms, it is not their natural reflex to shoot an unarmed person just because he has or could not stop on his indication, and with such accurate natural reflex that you shoot in the head. It can be the natural reflex of someone who has never seen a gun. If police starts to show such kind of natural reflex then everyone around them are dead. There should be a balance between the responsibilities of the state and enforcement. Shooting blindly at a fleeing car cannot be the initial response. How about contacting the next check point, putting up roadblocks, pursuit of vehicle, checking the data bank to identify the accused and multiple other modalities.
I remember an event last year where a poor motor cyclist was mortally shot when he was found to be in proximity of a VIP vehicle.
There seems to be a lack of operating knowledge , skills and responsibility of the part of the law enforcement. It is time they showed some wisdom.

Why is everyone upset? The police officer was just doing his job. It's his right to shoot you if you don't follow his orders. What if the guy who ran away from the check point was a suicide bomber? May be the brakes of his car were not working and he could not stop. Police should not have taken an innocent life. Police should have fired at tires and punctured the tires of his car and then asked him about his problem. That young innocent man had no weapons at all and he was not imposing any threat for anyone. very sad disturbing news first of all why did the police officer shoot him in the head even if he was driving off this is sheer phsycotic mindset of our police officers total madness. im sure he could've shot the wheels. Police officers need to be more properly trained and get out the psychos.

so many time this kinds of killing happen . most of the time the high police officals cover it up . if some one has not seen your stop signal can you shoot him/her .

Pakistani police needs regular training sessions regarding civility, proper use of weapon, and rule of law at all levels.Its mindset needs to be changed if we have to avoid such tragedies. I feel sorry for the victim's family.

Why are they not stopping on the check points...given the situation of Pakistan people should co operate with police and authorities...How do police know why are you not stopping... Living in Canada we can't imagine speeding off on the check point or when police ask us to stop.

In the USA police shoot about 1000 persons dead evey year. Then the Police investigate themselves and invariably find themselves not guilty and rarely is any Police Officer prosecuted.
The perennial excuse American Police have is they felt threatened. That seems to be enough to get away with murder.

@Naxalite Fuss should be there not because of shooting, but shooting to kill, putting bullet to head. Shots could have been fired to damage and stop the car and not to kill the driver directly. Police should not behave like gestapo.

Given the security situation in the country, especially in the capital, if you don't stop at a check post and act like a rich brat who has no respect for the law, what else you can expect? Tragedy? yes, but is policeman wrong? no, his action was natural, suppose if the same car was being used by someone to blow up something? would you all be blaming police then?

People who are commenting on this and supporting this have no idea what its all about. Our police exactly knows why that poor soul fled. Police here is like vultures. They have no regard for anything and always try to scare common people by threatening to make false cases and then ask for money. This is common. Suicide bomber or not , I am sure that this boy was killed due to police officer's ego and not because any other reason being speculated here.

very sad and painful, seeing a young man killed in cold blood is something hard to bear it. Only God knows whose mistake was but the unfortunate is that a precious life has been lost. Police should differentiate between the culprit and an innocent. If police suspected him, they should have fired at his car to stop him, killing him cannot be justified. Police should stop repeating these blunders, this was not the first time, many instances of such incidents can be given.

Its wrong to allocate blame directly without investigation. Some times in Pakistan people don't stop or obey police commands. In Karachi the traffic wardens literally have to come directly in front of vehicles in order to stop them. So there can be a possibility that this man did the same for some reason and the police officer did his duty. It is this very duty that has made Islamabad safe again.

Very sad incident, loss of a very valuable life. But what is the female passenger saying what happened (honestly), and why they did not stop? not the other family, they were not there at the time of the incident? We must not neglect the pressure under which our law enforcing agencies, including police, work, and particularly how serious this kind of non-cooperative situations can become. How was the policeman supposed to know that the reason the car ran away was something simpler other than some terrorists loaded with explosives to blast somewhere? As much we feel sorry for the loss of an important and innocent life, we should pay attention to the split seconds' decisions these police officers are required to take, and how we can help them by not putting them into such difficult situations by cooperating with them by following procedures.

Yes, the policemen can be considered responsible for these unfortunate losses of life but we are responsible too by putting them into those difficult situations. For a minute put yourself into the policeman's shoes, consider the prevailing law and order situation in the country, consider the time of the incident, consider the length of duties these people are required to do and consider the potential consequences of no action if the car did have some bad guys, and decide what would you have done?

@Shehreyar Khan It is obvious that these police check points are not well planned and managed. In developed world if police have to carry out traffic 'spot check', they will have squad vehicles manning escape routes. Pakistani police lack training & tactical response.

first, my deepest condolences for the family of this young man. our heart really reach out for the greatest loss you have suffered and we share your pain.
secondly, it's a matter of profound shame for all the police department, including law makers, that they fail to train these 'jawaans' in a right way.
Handing your employee a Glock packed with, may be, hollow point bullets (who knows?) is not a big deal but finding true gentleman and then consolidate in him the true human spirit before his/her deplyment is vital. The most important element which pakistani law enforcing departments are naked of is none other than psychological scrutiny in place in developed countries.
One hopes that honest high ups in Islamabad will certainly bring that rogue officer to justice without delay, in order to restore their already frail confidence not to mention to keep other would-be killer officers at bay or next victim may belong to any police officer themseleves.

It is pretty common in Australia when a car refuses to stop on Police instructions and is chaed down by the cops. If nothing was wrong then why did the policeman ran away ?

the civilised and legally safe way in such situations should be to burst tyres. If he was signalled the motorist should have stopped. I think everybody has to learn some lessons.

If the police officer wanted to stop the fleeing car, he should have aimed the tyre instead the driver. He should have known that by killing a person, he is making the lives of a mother, a father, a wife and his sons and daughters and other family members miserable. It appears the lives of human being is valueless. It is very painful. The culprit should be brought to justice.

When a police man / officer signals to stop---it means STOP. Young pakistanis are used to ignoring the law.
Police is trained to shoot to kill---there is NO DISABLING the tires---. If anyone has doubts---come see how LAPD does it---.

Unless they have been given orders shoo to kill anyone who does not stops .Some of my friends said that's what happens in islamabad if you dont stop at checkpoint , but again if thats true why did the officer fled the scene ?. This is very disturbing specially for the family and for the lady sitting next to him .

Sad but, the driver did not stop when he was supposed to. The police may have mistook him for a terrorist or something like that. I feel bad for the deceased's family regardless. Lesson learned: Don't break the law!
