Police shot and killed a vendor they suspected of being a militant in Khyber Pakhtunkhwa's Mardan district on Thursday, police said.
The man, identified as Wolas Khan, had been selling clothes on his bicycle in the area for the past 15 years. He had 12 children.
DSP Shah Mumtaz Khan said the man had failed to stop at a checkpoint outside a courthouse in Mardan.
He said the police first rammed a vehicle into the bicycle when the vendor didn't listen to warning shouts, then shot him as he tried to run away.
The man, around 45 years old, was injured by the firing and later died in a local hospital. No explosives or weapons were found on the deceased, the DSP said.
District Police Officer (DPO) Mian Saeed said the incident happened in a sensitive area where police had installed barriers.
He said the road on which the man was shot had been designated a one-way street.
The DPO said police had shot at the man also because he had a "suspect" appearance — "long hair and a long beard".
“I don't understand why the vendor would keep going (even though) we were giving him loud warnings,” said another officer, Zeb Bakhtiar, who was at the checkpoint.
Pakistani police have been on high alert after a recent string of militant attacks that have killed more than 125 people, the latest of them inside a court building in KP's Charsadda.

Every year, many mentally ill people get shot by police around the world. They don't follow instructions because their thought process isn't rational. But given the sensitive security situation, one can't really blame police for assuming the worst in a situation of non-compliance.

Considering the security situation in the country the man should've stopped. As for people commenting that police should be trained to shoot in the leg, it's very easy to comment through your phones and computers while these men are on the front line trying to protect you. What if the guy had a suicide jacket on him? Do you think shooting in the leg would've stopped him from blowing and killing our men?

I am afraid, in the current situation, the vendor is to blame rather than the security forces:
1. He didn't stop when asked to.
2. His ragged appearance of long hair and beard correlated with a militant's visage.
3. He was inside a sensitive area.
4. When a vehicle check was employed by the police, he started running away.
It is very easy to criticize the police in this matter. But you have to look at both sides of the coin first.

The Complete mistake lies on the part of vendor. What is police suppose to do let him pass by during the check point stop? What if he was a Suicide Bomber instead of innocent civilian and again people would have blamed police for not stopping him. Few days back motorway police also fired on couple who were out on date who failed to stop at check point
People need to understand that our country is going through unusual times. Law enforcement agencies are under strict orders to shoot anyone who don't comply to instructions. and that is the sole purpose of check points to inspect and arrest suspects and terrorists. So try not to be a macho man and think that running away from police will work

People think of a law as a joke in pakistan. They do not like to stop at red light at checkpoints. Why not? The blame goes to the person who did not stop in spite of clear warning. Was he blind ? Lahore blast, Lal Qaladar blast, Quetta blast, Peshawar motorcycle attack - The bombers and attackers were clean-shaven, in jeans and jacket, nice hair cut too , the bomber of Lahore blast looked quite handsome in the CCTV footage...
Not just this attack, almost every attacker behind every blast, didn't have a beard or long hair, or the so called "suspect appearance".
Stop judging people by their appearance.
The vendor was at fault for not obeying their orders.
The police were at fault that they shot him dead, instead of in the legs or arms or knees.

Killing innocent helpless people on the roads is what our police can only do. This innocent man cloth-seller was not posing any threat to anyone. Police should have punctured the tire of his bike and could have fired on his leg to make him stop. But police doesn't have common sense, no proper training, nothing. Its a brutal murder of innocent cloth-seller who was out earning some money for his family, his children. Now who will support his family financially?that killer police-man must be brought to justice and he must pay the monthly expenses for the victim's family and support the victim's children get education.

Very sad incident. Our police have no capacity and capability to observe psychologically a person whether he is militant or respectable citizen. In every incident, picture is displayed of suicide bomber can observed the age of bomber felt from 20 to 30 years age but the person who was given signal to stop by police was aged about 45 years but did not stop reason is that it is our mind made that if we may stop we shall be deprived by the police from our belonging valuables. If the man did not stop he was shot it in leg or he was shot in which his chances of injuries should have but he not stop by untrained man of police resultant he lost his life. I again say our old decade police system need reforms for which many columns written by senior police officer Muhammad Ali Babakhel but no heed is paid to this by state actors. Police should be made public friendly if there is chance of suicide attacks we should keep vigilant watch over the movement at boarder points touching to our country.

Yes, he should have stopped. However lets not forget,, a lot of times ,if not most, police walas stop common men, just so they can force some chai pani out of them on some flimsy pretext. This is one reason why this poor guy may have preferred to run to save his day's earning..
The police should have made more effort to catch him alive. Major police reforms are needed to regain public's confidence in the police.
I myself sped away from a traffic police wala's unnecessary signal to stop ,some years ago.. Because I knew stopping would have meant greasing his pockets for no reason at all.

1. Government should advertise in the local and national media about shoot to kill orders
2. Electronic media houses should take it as social responsibly and inform people about such instructions
3. Shop owners, hospitals, hotels and restaurants should put a poste on their walls about shoot to kill orders
4. Teachers should inform to students
5. Imams should inform to the people in Friday sermons

One's vehicle is completely fit to drive and off course one is not involved in any criminal activity one will never be afraid of police. Trust me. @The Right Wrong I tell you a story when I was studying. My teacher told me this. He used to have motorbike. He said he was never afraid of police because he always wear helmet. He always had complete documents of his bike along with license. He got everything in his bike correct, headlight, backlight indicators etc. And he enjoyed it when police asked him to stop and tried their best to find a fault combing the documemts and bike searching me as well. Then with a very weak voice looking somewhere else handing over the docs and saying ok, GO. And the guys in the class replied they would do the same. We encourage police for chai paani. We must correct ourselves.

This is not police fault. The problem is what police does usually when they stop poor people. They ask for bribes and rob people of their hard earned money. He probably thought they'll be asking for money.
But now given other bigger issue of terrorism, he lost his life.

They should have done just enough to stop him from running away. Only time he should have been shot dead is if he was running into them and threatning some one. Training and accountability is the key.

May his soul rest in peace. Amen. KPK Govt should compensate the dependents though the loss of a husband, father and family member could never be compensated. Nevertheless Police can not be blamed after giving so many warning for driving on a road restricted to one way traffic for security reasons. May be the deceased did not listen or understand the warning call of police. But the police only did. their job under the prevailing circumstances.

Truly sad, feel sorry for his 12 children left behind, who knows what the actual facts were at the time of shooting, maybe the guy had something else to hide that he did not want the police to find out, but anyway sad outcome. And as a general point, and this goes to all Pakistanis, we must think about family planning, 12 children are too many for a well paid executive let alone someone selling clothes on a bicycle.

People were warned ahead of time about this action. People should comply, this is not a request. for everybody's safety sake please stop when asked to stop. This is not a game or a joke it could mean your life. These are challenging times with extreme measures. No more risks should be taken, as our security forces put their lives on the line for our safety the least we can do is comply.

First thing is that we knew that poor man.he used to sell cloths in streets etc. He carried cloths in a bag type thing behind his vehicle.and he was deaf.yes he was deaf. Our relatives bought cloths from him often.
