Four separate notifications were issued in this respect on the orders of the PHC chief justice, who exercised his powers conferred by the finance department through a 1996 notification.

According to them, registrar Saleem Khan, a BPS-21official of the Pakistan Administrative Service, was placed in BPS-22, while additional registrar Zakaullah Khattak, a BPS-20 official of the Provincial Civil Service, was posted to BPS-21.
