Police on Tuesday told the Balochistan High Court that they have arrested the principal of Cadet College Mastung after a video of corporal punishment being administered to the institution's students went viral on social media, DawnNewsTV reported.
"The principal of Mastung Cadet College, Javed Iqbal Bangash, has been arrested today on the court's orders," DIG Counter-Terrorism Department (CTD) Aitzaz Goraya told a two-member bench comprising Chief Justice Muhammad Noor Maskanzai and Justice Hashim Kakar today, adding that "steps are being taken to arrest all those involved in the torture".
The incident, which had allegedly taken place on the principal's orders on May 9, was taken up by the court after a petition was filed.
DIG Goraya informed the court that the students who had been subjected to torture had all undergone medical examinations.
"Never mind the medical examination, kindly brief the court regarding the registration of a First Information Report (FIR)," remarked Chief Justice Maskanzai.
At this, DIG Goraya assured the court that an FIR would be registered and a copy provided to the court soon.
The chief justice directed the personal secretary to the governor, Sajjad Bhutta, to supervise the "administrative side" of the investigation and DIG Goraya to oversee the "criminal side".
Justice Kakar said that the incident has troubled the parents of the students enrolled at the cadet college and that others could now hesitate in admitting their children to the institution.
The court ordered the arrest of all the accused and asked for a report on the matter to be submitted expediently .
The case was adjourned until tomorrow.
It was not immediately known who had shot the video. However, a Mastung police official, who declined to be named, told Dawn that a student had managed to record the video.
A student, on condition of anonymity, said that Cadet College Mastung pupils were tortured by ex-students rather than teachers — at the behest of the principal.
"One of the students had slapped the principal's son earlier so it was a revenge on the part of the principal," said the student regarding the case in question.
Political parties, human rights activists and members of civil society lashed out at the administration of the college for subjecting students to torture.
The incident occurred despite the Balochistan government having already imposed a ban on corporal punishment in all educational institutions in the province.

What's wrong with a little bit of punishment? What's a Cadet College for? Are you going to start arresting Pakistan Military Academy officers over such a matter, too? The Colleges should make the parents sign some sort of an agreement before they ship them.over to boarding. Grow up, people. Take the reins of the rest of the country in matters of economicsand injustice. Does anyone know that a kid from the same College got his PhD in Economics from Harvard? All we think about is the negativity. Darn you all. And look up Karrar Hussein in case you think the Harvard is made-up.

Because One of the students had slapped the principal's son (he must have done something terribly wrong) earlier so it was a revenge on the part of the principal. And you say be a man? @Khan I vehemently oppose your ridiculous thesis, that physical beatings of students produce Harvard PHD's. We have serious issue with our supposedly educated lot who try to justify such medival practices and that too when the highest court of the province has declared it as cognizable offense. The cadet, as the news reads, has been punished for slapping son of school principal and had to undergo this humiliating and inhuman treatment as a revenge. We have already suffering due to intolerance in our society, causing immense difficulties for a common man to tread on conduting his affairs in daily life. Justifying personal score settling does not and will not change this outlook. As an enlightened person you must allow the law to take its course and in a civilized and law abiding country nobody is above law because of his position. I hope the court has taken a right stance which will ward off, such outrageous act of humiliation the students have to undergo for minor mistakes, in future.

This is insane. These are small kids who are being beaten brutally with sticks. This is not what happens in cadet colleges and military institutions. There are very strict protocols and boundaries and children are usually punished by giving them workouts and not by beating them with sticks etc. Not acceptable at all and College administration should be asked to explain themselves.

I have studied and held a supervisory position in a cadet college. The laws are very clear and no physical abuse is allowed. Such incidents take place due weak and incompetent administration. The principal and administration are supposed to monitor very closely all the activities of the students. In my opinion, Principal is the main person to be blamed.

The barbaric act of teachers is induced in students who commit such kind of acts. The principal should tame his sin also. His son might have thought that he can do whatever with impunity and resultantly thus incident by other student hitting him has happened. These kind of incidents shows that institution is marred by moral corruption at the helm.

@Zak Well said. The purpose of Cadet Colleges is to produce leaders who have character, integrity and honor; it is not a playground of the rich and the privileged, nor is it a place for politics. Cadets are to be trained properly as "officers & gentlemen" and who as well need to ensure they maintain discipline and order, and refrain from "street fighting" mentality. Above all, the Principal and staff who were involved in the alleged beating of a cadet, along with the son of the Principal must and should be removed from the college, first and foremost, and an inquiry into abusive practices be held following this abuse.

@Khan, a student got a PhD from Harvard from this school! That is your justification for this behavior and overall environment? Since you seem to be the guy with numbers, it will be worth finding out how many students are suffering from bullying affects, loss of self confidence, became psychopaths, suffering from PTSD and how many were so traumatized that could not become positive part of the society. A student going to Harvard and getting a PHD is nothing to be proud of for such an old institution.
I disagree with your comments, physical abuse of students is antiquated and proven to have lifelong implications on people that is repeated like a vicious cycle through generations... we need to put students’ well being front and center.

The world has changed. The days of corporal punishment at school or at home are a thing of the past. So is ragging of fresh students at educational institution as a rite of passage. Wife beating or hitting a servant is of course no longer allowed or overlooked either.Bullying in school or picking on a co-worker is also not permissible. We are a more civilized society or should be.

I had said yesterday that the Principal of the Cadet College along with all the others involved in this sadistic behaviour (and caught on the video) will be duly caught and punished. It has happened. Such behaviour cannot be tolerated.
