The Election Commission of Pakistan (ECP) on Thursday issued a victory notification for Lahore's NA-131 constituency, declaring Pakistan Tehreek-i-Insaf (PTI) Chairman Imran Khan the winner of the contest against PML-N's Saad Rafique.
The notification was issued after the Supreme Court set aside the Lahore High Court's earlier order restraining the ECP from issuing the victory notification for the Lahore-IX seat.
LHC's Justice Mamoon Rashid Sheikh had ordered a vote recount after accepting a petition moved by Rafique, the runner-up on the seat in the July 25 General Election.
The bulk of victory notifications were sent out by the ECP on August 7. However, the commission withheld the results of nine national and 17 provincial assembly seats for various reasons. Among these is the notification for NA-53, another seat that Khan contested against PML-N leader and former prime minister Shahid Khaqan Abbasi.
The ECP today also issued victory notifications for two other national and two provincial assembly seats, including NA-108 (Faisalabad-VIII), NA-90 (Sargodha), PK-4 (Swat) and PB-36 (Shaheed Sikanderabad and Surab).
In NA-108, PTI's Farrukh Habib was declared the victor against PML-N runner-up Abid Sher Ali on Faisalabad-VIII after a recount.
In PB-36, Mir Niamatullah Zehri, an independent candidate who later announced he was joining the PTI, was declared the winner.
In NA-90, PML-N's Hamid Hameed remained the victor, with PTI's Nadia Aziz runner-up after a recount.
In PK-4, PTI's Azizullah Khan beat PML-N's Amir Muqam after a recount.

Everybody loved Imran Khan's victory speech. He promised any candidate who doubts election results can appeal for recount So embarrassing no other than his own opponent appealed for recount. But when the defeat became eminent my leader had to run to the supreme court to stop the recount. That was the first promise which was broken after the victory. The list is very long of broken promises which also includes never to partner with the independents and in just a few days requesting them to support PTI. Many parties took months to break the promises while PTI took only few days. Welcome to new Pakistan, party has just started.

Winning by a margin of 650 votes while the rejected votes are 6 times of the winning margin. The recounting rejection and issuing notification without a recount will raise many questions.

As a PM to be he promised, once he takes the role. At the moment he has no authority. However, as a candidate he has legal right to defend himself like anyone else. We all remember how saad Rafique got a stay order even on the recount.
So please stop twisting the facts and blaming IK.
Your qaed saad Rafique has lost despite after the recount. Move on.

@RUMI Recount was done in this precinct and count was set to final. IK wining margin went from 680 to 608. Saad Rafique wants another recount and validation of rejected ballots - holding up the formation of government.

@RUMI : SCP react on its own. To challenge election results one has to first file a petition before election tribunal. One may challenge the decision by election tribunals in courts. In this case, Saad Rafique directly approached the courts and court further declared a decision which SCP quickly rejected and summon the high court judge.
It's always good to do some research before making any conclusions.

I bet if you do election again at this seat Imran Khan votes will go up and up and Saa Rafique will be going down further. PML (N) are so scared of Imran Khan as they know he will put all corrupt politicians behind the bar and Saad Rafique is one of them.

Imran Khan can say how he feels, but he is not the ECP or the Supreme court, its time people stopped whining and learned to live with the fact that majority of the people of Pakistan have voted for PTI, and to clear one important part of this whole election, guess why people voted in majority for PTI, its because of the "List of promises" were never fulfilled by PPP and PML-N, for years.

@RUMI PMLN was playing game to keep disputing elections. I think 3 times recount is enough. SC was moved against recount was to stop the non sense. Previous government never opened any one constituency. Independent candidates have to decide within certain amount of time to join a party if they want to. If not PTI, then other parties would have got them. I am willing to give a chance to IK since we gave multiple chances to previous party. Let’s join hands for better Pakistan.

@Anti-Corruption_Pakistani when IK himself offered in his speech to open any constituency then why his lawyer babr awan wanted court to stop recounting in NA 131, in recounting of only five polling stations bags, the gap narrowed by more than 200 votes while the total gap is merely 680 votes.

why blame IK when entire nation is drowning in the cesspit of corruption, nepotism, patronage and chaos. Pathatic work of an incompetent ECP cannot be blamed upon IK. ECP with a back attitude, not even bothered to answer CJ Supreme court's phone calls, its leaders appointed by a corrupt to the core PML-N government and equally corrupt PPP in opposition cannot be blamed upon IK.

@haris recount can be sanctioned by the returing offices as well prior to issuing form 49 containing the final result. Recount is mandatory if requested by the losing candidate where margin is less than 5% - this was the case here. Recount was requested which returning officer did not accept, hence an appeal was lodged in the LHC . The High court in response suspended the form 49 and ordered a recount.
Yes we need to do search but not selectively.
Key question here is why IK appealed against the high court decision contrary to the position on this matter stated in his speach.
