Dam fund hits Rs10bn mark; PM Khan lauds 'generosity' of Pakistanis

The Diamer-Bhasha dam fund has hit Rs10 billion, Prime Minister Imran Khan announced on Tuesday.
"I would like to pay tribute to the generosity of the people of Pakistan for raising Rs 10 billion for the Dams' Fund," said the premier.
The estimated amount required for construction of two dams is Rs1,700bn, of which Rs1,450bn will be spent on the construction of the Diamer-Bhasha dam and Rs300bn on the Mohmand dam.
Mian Saqib Nisar, the then Chief Justice of Pakistan, took the initiative of collecting donations by launching the fund in July, 2018 that was later joined by Prime Minister Imran Khan, making it a joint venture to overcome the country’s water scarcity.

The prime minister in a televised address to the nation last year had appealed to the estimated nine million overseas Pakistanis, particularly those living in European countries and the United States, to contribute at least $1,000 per head "to the noble cause", and warned that Pakistan could face famine-like conditions by 2025 if new water reservoirs were not built.
"I want to commend Chief Justice Mian Saqib Nisar [for starting the dams fund], but this was not his job," he had said. "This was the job of civilian leaders who knew this was going to swell into a crisis but did nothing to thwart it."
The joint move was given an official name ‘The Supreme Court of Pakistan and the Prime Minister of Pakistan Diamer-Bhasha and Mohmand Dams Fund’.
While the government sees the amount collected for construction of new dams so far as a success, opposition parties in the country claim that the government has failed to attract people, especially overseas Pakistanis. They see the amount collected so far as ‘peanuts’, saying that the estimated amount required for the construction of two dams is much higher.
They also claim that the government has spent over Rs12bn on advertisement campaigns of the dams fund. On Feb 22, the Pakistan Muslim League-Nawaz (PML-N) called for recovery of Rs13 billion spent on what it said was “advertisement campaign” of the Diamer-Bhasha dam fund from former CJP Nisar.

Baffles me people actually think the fundraising was going to build the dam, it was meant to create awareness for water shortage! Plus people would feel pride in being part of such a project by giving donations! At least they're still receiving a lot of money and it will certainly help in build construction. High time we stop knit picking. And to my Indian readers here, stop impersonating as Pakistani and defame our country, better look into your country affairs before you come here.

Pakistanis need to realize what exactly has happened to Rupee after the recent and previous depreciation against Dollar. We cannot build dams or any large size project with our Rupee savings. Our govt, corporate and individual expenditures need to be cut down to align with the new Rupee value.

In my view, it is a long way before the dam will be build, as construction cost will increase each year according to the average inflation rate. Undoubtedly, it is a uphill and challenging task to complete Diamer- Bhasha dam in the future that requires capital, planning and leadership. Why ex CJP has lost interest and not actively involved? Make him project manager and let him supervise the fund raising activities! (ACP - Gharib Awam ki Awaz).

Why not commercialize certain percentage of water for lease period say 10 to 15 years this money can be used to fund project. Only local bidders should be entertained and not foreign bidders.

Imran Khan has given the credit to the former Chief Justice of the SC and very rightly so. If it were not for the latter, the awareness would have never reached this level.

During NS reign of loot and plunder, the only time we had numbers quoted in Billiion were for either his pet projects - Motorways and Metros for Punjab, Or IMF debt, borrowings, deficit or missing money that mysteriously found itself into Panama Offshore companies or London properties. Never did we hear Pakistani public donating and amassing that much money for a critical project that beneftis everyone in the country.
What a difference a new government makes!

If power generation is not the main goal of the dam (water management being of prime importance), then smaller water reservoirs can be built using the funds collected so far. As people in Pakistan start realizing the benefits/gains from such projects, funding for more small scale projects can be started.
Mega projects like DB dam only make sense if power generation is the main objective. Also, such mega projects always have environmental impacts, so focus should be on smaller dams, canals, reservoirs.
Solar and Wind power options are better for Pakistan than Hydro-electric option.

You need years of experience and at least a PMP certification to be a good project manager. Although the former CJP has done a great favor in starting the fund collection, he should now be rested with honor after spending so many years for the service of Pakistan. Issue here is naivety of government and former judge. If issue was awareness then they should have spent money/advertisement on saving water instead of dams. Dams are too technical matter and don’t need much input from people other than local people who would be displaced. This project is a non-starter as this is not you build large dams. Ultimately collected fund will be lost in corruption or erode its value due to inflation/delay in project.

He could have become a cricket coach or analyst and earn millions but he gave up all of this. I think this contribution is a lot from one man.

Its big but unfortunately, It’s only 0.5% if $14 billion needed to build bashah dam. I think the cost is so high because we are importing services, design and lot more. May be we should start ingeniously building the dams like fighter jets.

Collecting Rs 10 billion in 10 months towards a project costing 1450 billion as of today (not counting future financial depreciation) would require 1450 months or more 120 years to collect. Being a totally Quixotic preposition, you are right in saying that this money should be spent in other areas which are in such dire need of funds dispersion such as drought stricken Baluchistan, where 20 out of a total of 33 district are facing acute water scarcity. These funds can be spent, as recently been proposed by senators belonging to that province, to construct small dams with less gestation period in project implementation to provide drinking & irrigation water to those who have been forced to migrate from such water short areas.
The proponents of building large dam must reconcile with the fact that dams cannot be built by donations & must revise their priorities to make it more compatible with ground realities. Let us hope for the best to happen.

Did the government ever conducted an exercise as to how much money is required to build the dam(s)? How much it was expecting to collect from donations and how much it was planning to arrange from other sources? Basically did the government ever had a plan in place to build a plan.
With this rate of collection it can safely be assumed that the dam(s) cannot be build purely on donations.

The dam will cost $12bn, they have only collected $71mn. Still $11Bn+ (PKR 1.7tr) to collect

@Rajesh, Imran has already contributed maximum to the country. First, he paid most of his money for the health of Pakistanis and the second is his commitment and honesty, which is the best investment. No Pakistani leader has given to Pakistan for last many decades.

It is a positive indicator for IK and people of Pakistan. Imran has proved that he is committed and honest. Our countries- India and Pakistan need such leaders.

@RK, May be he got inspiration from AK of Delhi. Let AK become India's PM, I am sure both leaders have solid grounds to resolve many disputes, most of differences between India and Pak are politically motivated and are kept alive for political benefits by the parties in our respective countries.

Whatever the funds are, we have to construct one storage dam at least for survival of our agricultural land a and increasing population which will be at 30 crore when expected storage will be completed in 10 years. A storage dam is like a new life for the masses for survival or death.

At this point he should also state how much was donated by the political stalwarts like Zardari, Sharif, Fazlur Rehman etc. The folks who donated this amount rightfully deserve to know, what the veteran politicians contributed
