PM Imran says 'comprehensive package' is being drafted for Karachi to 'end decades of neglect'

Prime Minister Imran Khan on Monday said that a "comprehensive package" for Karachi will be announced by the federal government in order to "end the decades of neglect and suffering of the people of this great metropolis".
In a tweet, the prime minister said that he had directed all Pakistan Tehreek-i-Insaf (PTI) MNAs and MPAs elected from Karachi to stay in their constituencies and provide assistance to residents on Eidul Azha and Independence Day.
"I have directed all MNAs/MPAs of Karachi to be in their constituencies throughout Eid and Independence Day holidays and provide all assistance to the people. The Federal Govt is drafting a comprehensive package to end the decades of neglect and suffering of the people of this great metropolis," he posted on his official Twitter account.
The tweet comes a day after at least 11 people, including a child, lost their lives in rain-related incidents in Karachi. Nine people died of electrocution, while two were killed in roof collapses in Qasbah Colony and Bhatta Village as the megalopolis experienced heavy monsoon showers for a second consecutive day.
Several people and vehicles were stuck on roads that were inundated with water while electricity supply was suspended in certain areas. Rangers were called upon to carry out a rescue operation in the city.
Though Sindh Chief Minister Murad Ali Shah visited rain affected areas and directed Karachi commissioner, city police and local body members to drain rain water and assist residents, the provincial government attracted severe criticism for failing to deal with the rain crisis despite prior warning.
In May this year, Prime Minister Imran had announced a Rs162 billion development package for Karachi, which included grants for 18 projects, which will be focused on priority areas like transportation and water provision.

This is a good move on the part of federal government to take care of city, which has been contributing substantially in the national exchequer. The development and infrastructure needs of this great metropolis city are beyond the city of provincial government, which has limited resources to spend on the development needs of province from Karachi to Kashmore, whereas the resources of this province are generally collected by federal government and returned to province based on its population, which is a cause of discontentment and anger among the province and the federal government. The Karachi Port, Oil and Gas Revenues are being collected by Federal Govt., and a meager revenue is returned, which is hardly sufficient to meet the full demands of even one mega city like Karachi, while this city in addition to providing revenue, is hosting millions of people from other provinces, therefore, it is the duty of federal govt. to contribute in the development of this great metropolis city.

If you indeed are serious about doing any thing for the citizens of this city as well as other urban areas of Sindh including Hyderabad, Sukkur and Mirpurkhas among others, please find alternatives for ruling us as colonies of the rural crooks who taking advantage of their subjects in their areas of influence and control, and under any kinds of threats, get their votes to rule both them as well as the urban citizenry and have been creating a hell for us whenever they come to power. Otherwise it is just a hollow exercise without any solution to our problems.

If you and your government wishes to be fair to Karachi, could you pass a law in the national assembly making it obligatory on all the provincial governments and the federal government to allocate and spend a minimum of sixty percent taxes collected from a place over the development of the same without any ifs and buts. That step will prove your bonafides into undoing the injustices done during ever since the capital of the country was shifted from Karachi.

Just Karachi alone needs a good $10-20 Billion cash infusion to rebuild the crumbling infrastructure, roads, bridges, traffic control system, law enforcement, drainage and sewage system, power supply and building code enforcement to make the city a decent livable metropolis it was until the 1970s. Until, that is, some notorious criminal gangs disguised as political parties took over and mayhem began as a law unto themselves. MQM and PPP and jointly responsible for the rapid decline in the quality of life and heightened crime level around the city and shambles of section of Karachi - as if no one is in charge.
Get rid of PPP and MQM shadows and appoint seasoned professionals to administer the city and it will start looking like some semblance of its glorious past.

You are in government from last one year and need of special package for Karachi was not hidden myth so why it took so long and even after one year it is just a promise. Lets forget about the things where provincial government is involved why KCR is yet not revived despite the orders from SC then what is the status of Green line project? Action speak louder than words it is matter of fact that Karachi is being destroyed so that it can be used to bring power change in province. Cities can be managed if goal is to manage the city (take Lahore as example) but if goal is the power struggle and regime change then any city can become Karachi. Sorry to say dear PM but your government is even not able to complete Orange line metro in Lahore, BRT in Peshawar, Islamabad airport metro project in ISB.

For future related government department and the related ministry should formulate SOPs with timelines for this purpose. The images of the havoc caused by flood in Pakistan's commercial capital are heart-breaking. Of course, years of neglect is to blame. I wish Mr Khan focused on this issue by not referring to the blatantly obvious - the fault of previous governments.
Mr Khan, like any other politician, wants to leave behind a legacy and he has every right to do so. Unfortunately, he appears to be focusing on too many at the moment, when the current economic situation can least afford to do it - in good faith, though.
Instead, if he focuses his energy on 2 or 3 major things and seethem through with brutal determination - in order overcome the beurecratic lethargy and deal with shark who are addicted to milk the system - he will be able be achieve his ultimate politcal goal, the most supreme one.
This is what he did when he led his team to win the Cricket World Cup in 1992.
Being neither a Pakistani nor an Indian, I wish him good luck in his desire to change to lift the lives of Pakistans.

The blame rests with the PPP jiyalays. They have not donea bit for Karachi just because the local government is not in their hands. They have held back funding despite the federal government allocating money to Karachi.

It is just like to lock the door after when the horse is stolen. Never has it happened before that any precautionary steps are taken before it may take too long. The blind expansion of the cities and particularly Karachi, Lahore , and almost all big cities is an alarming factor which is ignored happily just like all other important factors and that is why then special packages are being announced just to make an eye wash.
We either lack that required interest or ability. But perhaps the truth is that we lack both. Apart from this whatever are the responsibilities of people those are also ignored very foolishly. People must be educated, and brought under law who violate the cleanliness rules. And similarly, traffic rules, water wastage, electricity and fire burning,smoke emissions etc etc.

Karachi needs good governance in the long term, packages might help in the short term. But maintaining the infrastructure and administrating the city needs a strong, corruption free government which is accountable to the people of Karachi. Musharraf and MQM also launched several infrastructure projects back in 2006/7 but they have fallen to disrepair due to PPP's indifference and stubbornness.

Mr. Prime Minister: I was born in Karachi and left the country when I was 18, when I visit the city that I still call mine it really breaks my heart, on how it has simply been allowed to go down the toilet, no one cares everyone is busy either filling their or others pockets to get their way, flyovers, under passes built are hazardous and dangerous, no civilized country's engineers would have signed on their completion certificate due to safety concerns. Illegal construction has no barriers, maybe you and the CBR should audit the KDA/KMC inspectors, and you will probably find more wealth hidden under the mattress than you have in State bank.
what you are proposing can no longer be done by either the province, politicians or the city administration it is now beyond them they are tainted and corrupt.
the only way I see it being done correctly is by bringing Karachi directly under Federal control for a period of 10 years. do the job correctly the hand it over to the province.

IK attempting to touch a beehive nest, must make sure that instead of making any betterment which he earnestly desire, may not end up creating another political issue. The PPP finding it a golden opportunity, to dilute govtt,’s ongoing accountability process against its corrupt leadership, may brand it as unconstitutional interference into provincial govt.’s domain.
The only way out, therefore, in order to carry out much needed surgical operation in providing safety of life and property to the millions of residents of this unfortunate city, is to declare emergency so that DMA and other federal govt. agencies can take emergent rectification work in this mega city whose majority areas have become virtual slums for all practical purposes.

So long as the Sindh, particularly Karachi, is ruled by criminal mafias, nothing will change, no improvement would be possible.
The government has failed to bring these criminals to justice. It has failed to recover the looted billions.
Imran Khan's announcement may be well meaning, but it won't do any good, so long as criminal gangs rule Sindh and Karachi.
First get rid of the blighters, then implement reforms.
It might work.

How much funds were allocated for Karachi municipal development and how were they spent. Check all the concerned authorities and you will definitely find assets beyond means. You need to employ people who know the job. Qualified professionals.

@Ali Sabir, The mayor of Atlanta calls our Civil Engineers for work in his city. The various building authorities and too many government departments are the major causes of failure in the city. Regulate the Kacchi abadis as per law and you will see improvements in 90 percent of Karachi.

Lets be honest folks. Extensive use of plastic bags and improper disposal has led to a clog of major sewers in the city of Karachi and elsewhere. In addition to clean-up work, this practice needs to be controlled.

While Government is responsible for making the sewerage system and having it cleaned periodically, public has to play its vital part and not dump solid stuff or plastic in the sewerage system because it chokes it.
