ISLAMABAD: The establishment division has finalised the minutes of the meetings of the Central Selection Board (CSB) that reviewed the cases of civil servants and recommended their promotions.

The CSB examined the promotions of bureaucrats working in BS-19 and BS-20 in ministries/divisions during the successive meetings held from Jan 27 to 29, 2020.

The board during the meetings recommended promotions of the bureaucrats. However, the establishment division took about three weeks to finalise the minutes.

Sources in the establishment division told Dawn that the career planning (CP) wing of the division prepared the minutes and forwarded these to Federal Public Service Commission (FPSC) chairman Haseeb Athar.

They said Mr Athar would peruse the minutes and after his approval, a summary for promotion of the civil servants would be forwarded to Prime Minister Imran Khan.

Establishment division takes three weeks to finalise minutes of the last CSB meeting

A senior official of the establishment division told Dawn that unlike the practice during the previous regime, the present hierarchy within the PM House would not delay the promotion process.

He said that in the past the then principal secretary and an adviser to the former prime minister used to conduct scrutiny of the CSB’s recommended officers in order to filter promotion of certain bureaucrats.

This was the reason that the officers had to wait for months for formal notification of their promotions, he said.

Since this practice does not exist anymore, it is expected that the PM Office may take a few days to process the summary after which it would be sent back to the establishment division for issuance of a proper notification.

The CSB has recommended promotion of officers belonging to different cadres, including the Pakistan Administrative Services (PAS), formerly known as District Management Group (DMG), Police Service of Pakistan (PSP), Military Land and Cantonments (ML&C), Federal Board of Revenue (FBR), ministries of information and broadcasting, commerce, railways, national food security and eesearch, water resources, overseas Pakistanis and education and professional training, aviation, cabinet and finance divisions and the Auditor General of Pakistan.

According to the agenda of the CSB meetings, there were 50 officers of the PAS panel that were considered for promotion in BS-21, Secretariat Group 15, PSP 27, FBR 30 and Audit and Accounts 12.

The panel of other ministries/division for the promotion in BS-21 comprises 6-10 officers. Five officers of the Inter-Services Intelligence were considered for the post of director general of ISI in BS-21.

Sources said that the CSB recommended promotion of Siddique Khurram and Hassan Jamal in BS-21.

The panel of 18 officers was examined for promotion in BS-20 as deputy director general of ISI.

In addition, the number of deputy directors general had also been enhanced from eight to 15.

PAS officers recommended for promotion in BS-21 are: Ahmed Bukhsh Palejo, Mohammad Nawaz Naseem, Nabeel Ahmed Awan, Ahsan Ali Mangi, Hassan Mohammad Yousafzai and Iqbal Memon.

The PSP officers finalised for BS-21 as additional inspector general are: Ahmad Ishaq Jahangir, Sadiq Ahmed Khan, Abdul Khaliq Sheikh, Omar Sheikh, Ehsan Tufail, Abdul Razzaq Cheema, Tariq Nawaz Malik, Ishtiaq Ahmed Khan and Sultan Khawaja.

The officers recommended for promotion as deputy inspector general are: Khurram Shehzad Haider, Ahmad Nasir Aziz Virk, Mohammad Kashif, Syed Ali Mohsin, Abdul Jab­bar, Mohammad Nauman Siddiqui, retired Capt Rommel Akram, Naveed Ahmed Nisar Khawaja, Aftab Ahmad Mahsud, Faisal Bashir Memon, Ehsan Manzoor, Asghar Ali, Mehboob Rashid Mian, Mohammad Hassan Raza Khan, Imran Yaqub, Saqib Sultan Mehmood, Awais Ahmed, Zulfiqar Ali Mahar, Mohammad Ijaz Khan and Jahanzeb Nazir Khan.

The officers of the Information Group promoted in BS-20 are: Mohammad Asim Khichi, Manzoor Memon, Kashif Zaman and Mubashir Hassan.
