HYDERABAD, Jan 17: The district government of Jamshoro has decided to approach the Additional Chief Secretary (local government department) as it is being ignored by its parent district, Dadu, in the distribution of assets, funds, properties and liabilities, sources confided to Dawn here on Tuesday.

The non-availability of Jamshoro’s due share of funds is also forcing the district government to prepare a Rs90 million deficit budget for the district, it is learnt.

Sources said that Jamshoro District Nazim Malik Asad Sikandar and the DCO would meet the Additional Chief Secretary (local government) on Wednesday to take up the issues.

“The district government of Dadu has been totally non-cooperative with the district administration of Jamshoro to decide basic issues regarding sharing of funds, liabilities, assets, properties, vehicles and details of other works”, said the source.

Both the district governments had held a meeting in the first week of January to mutually sort out these issues because Jamshoro, being a newly-created district, had been facing serious problems in solving problems of people as far as their records and development of the areas are concerned.

A joint meeting of all the newly-created districts was held in Karachi but issues facing new districts remained unresolved.

The Jamshoro district government in the meeting with the officials of the district government Dadu, in the first week of January, had decided to solve the problems by holding separate meetings of EDOs of the concerned departments.

However, it is learnt that EDOs of Jamshoro were not being given proper response by the Dadu officials as they neither handed over any documents, required details of funds, properties and liabilities nor actual amount of funds is being shared.

It was, however, learnt that at the time of bifurcation of Dadu district savings of Rs170 million were available in account-4 and in the head of Octroi and Zila Tax which were to be shared with the Jamshoro district as per the formula set for the distribution of assets and funds.

According to that formula, the Jamshoro district administration is to be given funds and other things at the ratio of 34.5 per cent in all respects.

As per this formula, the Jamshoro district government is expected to get around Rs65 or Rs70 million and the Dadu district government is being pressed to hand over documents regarding releases of funds by the government, besides sharing the details of movable and immovable properties and vehicles.

“We are given cold shoulder by our counterparts in Dadu that’s why Jamshoro district nazim has decided to meet the local government secretary in Karachi on Wednesday.

There is no likelihood that we are given our share”, said an official source and added that it was an irony that more than one year has lapsed but the district government of Dadu has not realised that Jamshoro may have been facing problems in absence of funds and other infrastructure facilities.

Sources claimed that budget of the Jamshoro district government had been prepared but release of funds amounting to Rs70 million is being awaited from the undivided Dadu district.

In case it was not given then a deficit budget would be presented before the district council for approval.
