THERE are many reasons behind the ineffective bureaucratic system in the country. Lack of transparency across the chain of command, however, is the main characteristic of the system, and that explains why we have the kind of bureaucracy that we have.

The entire selection process is flawed as it encourages rote learning in search of high scores. Those who have the authority to transform or amend the process have their own vested interests, which makes it an illogical activity to even expect them to bring about the required change. Beyond the appointment, most postings as well as transfers are based on nepotism and favouritism, forcing young officers to toe the line. This trait subsequently defines their careers, and it is only natural that they expect their juniors to do the same.

Fresh bureaucrats start off with a low salary, but amass unimaginable wealth within years. The system, in the hands of its handlers, fails to ask them how they are living a life well and truly beyond their means. Ironically, accountability dies a silent death every day within the national bureaucracy. Effective reforms are needed, but no one knows who will bell the cat.
