ISLAMABAD: A three-kilometre road intended to merge the Diplomatic Enclave with its extended area initially scheduled for completion within six months is still incomplete despite passage of one-and-a-half years, raising questions about the efficiency of the Capital Development Authority (CDA).

The project initiated in January last year was set for completion within six months according to PC-I. It was launched to construct an alternative road, in lieu of Third Avenue, which closed down last year in front of the Chinese embassy due to security reasons.

The road begins from Murree Road near Malpur area and is supposed to culminate at the Third Avenue, bypassing the Chinese embassy. The CDA has laid asphalt at the initial portion. At the other end of the road, sub-base work has been completed but asphalt is yet to be laid. In one of the portions, encroachments in the shape of houses are obstructing parts of the route while electricity poles are also falling in the alignment of the road.

The road, initially straight and then turning after 1.5km will act as an alternative to the Third Avenue which passes through the old Diplomatic Enclave and its extended area.

In place of the Third Avenue, the project aims to provide better access to students and staff of Quaid-i-Azam University along with residents of Bari Imam and adjoining village areas.

CDA officials noted that the new road would help integrate the old and extended enclaves, facilitating the accommodation of additional embassies and missions.

“The CDA should pay special focus to this project and complete it as soon as possible. Why is this project facing a delay,” asked a CDA official, adding that last year, the project saw a delay due to houses in its alignment, but a majority of them had been removed.

He said the CDA should ensure release of required funds for early completion of the project to avoid cost escalation.

When contacted, an officer of the engineering wing of CDA said: “I do agree, this project saw inordinate delay, but let me assure you, we are making efforts to complete it before the annual Urs of Bari Imam, which is likely to be held on August 12.”

Another official said the CDA failed to complete a 3km road in one-and-half years, which should be a matter of concern for the development agency.

Another official said CDA Chairman Mohammad Ali Randhawa, who has been visiting major road project such as Park Road and Expressway, should also visit this road project to find out the reasons behind the inordinate delay.

He said the project would be completed promptly if it caught the attention of the CDA chief. “The current pace indicates it cannot be completed in the next six months,” the official cautioned.
