Urban flooding

THIS is with reference to the article ‘Urban flooding’ (July 25) which covered the proactive steps taken by the chief minister and other authorities to prepare for the expected rains and flooding. The reference to the British-era municipal system as well as its effectiveness in managing urban infrastructure, including storm drains, provides a valuable historical perspective. It underscores the importance of well- planned urban infrastructure.

The article rightly identified several key issues contributing to urban flooding, such as uncoordinated real estate development, ineffective anti-encroachment drives, and illegal sand mining. However, the limited financial and technical capacity of the Karachi Metropolitan Corporation (KMC) is a significant concern. Moreover, the deterioration of storm drains due to lack of maintenance, illegal encroachments, and dumping of solid waste is a major issue. Besides, the uncoordinated real estate development and construction in areas meant for other purposes have exacerbated the flooding problem.

Against this backdrop, there is a need for better resource allocation to the KMC to enhance its capacity to manage storm drains effectively. Implementing a regular maintenance schedule for storm drains and ensuring effective monitoring can help restore their functionality. Urban planning should be integrated with flood manage- ment strategies. This includes synchro- nising mega transportation projects with the drainage network.

Moreover, encouraging public parti- cipation in cleaning and developing long-term strategies, such as strengthening embankments, dredging river and nullah beds, and creating voluntary resettlement options for nullah dwellers can provide sustainable solutions to the alarmingly growing problem of urban flooding.
