SHANGHAI: Chou En-lai, Communist Premier and Foreign Minister, has invited foreign Powers to establish diplomatic relations with the new Chinese Communist Government, Peiping Radio announced on Sunday [Oct 2]. The Communist broadcast said Chou sent a message to all embassies, legations and consulates on Saturday night claiming that the “Central People’s Government” proclaimed on Saturday is the sole legal Government of China. Chou’s message, which included the text of Communist President Mao Tse-Tung’s proclamation of the new republic, was given to foreign representatives in Nanking and in Peiping, the new Communist capital, the broadcast reported.

A high official source said in Canton that the Nationalist Government would officially repudiate the Communist claim to sovereignty over all China and justify the Nationalist claim. He said that the capital was being kept informed of developments in the United Nations where China charged Russia with aiding the Communists.
