LAHORE: The Punjab Board of Revenue (BoR) on Tuesday warned additional deputy commissioners, assistant commissioners, tehsildards and subordinate staff across the province of action in case of failing in submission of the ‘Fard Jamabandis’ (official document proving ownership of the property owned by someone) till Nov 11.
On the other hand, the land revenue records of nearly 23,500 of the total 25,709 village, including 88 of Lahore city district, have been digitised with notifications issued already whereas the deadline for making the entire revenue record of all villages online has been fixed as Dec 30.
“We will take strict legal actions against officers (ADCRs etc) failing to submit record till Nov 11 — the final date that will enable us to digitise the entire record by Dec 30,” Senior Member Board of Revenue (SMBR) Nabeel Javed warned while presiding over a meeting held here.
“You must take immediate action against any personnel causing delays and using delaying tactics in providing daily reports to the office of SMBR,” he said while directing the top officials in the board.
Of 25,709 mauzas, record of nearly 23,500 digitised under PULSE project
There are total 25,709 mauzas in Punjab that include 24,003 rural and 1,706 urban. Of 25,709, around 23,500 mauzas have been notified as digitised and their record is available online. And at present, digitisation of record on the remaining rural and urban mauzas is underway under Punjab Urban Land Systems Enhancement (PULSE) project funded by the World Bank.
Under the project, the urban mauzas being digitised include 42 of Attock district, followed by 35 (Bahawalnagar), 76 (Bahawalpur), 37 (Bhakkar), 19 (Chakwal), 16 (Chiniot), 31(DG Khan), 92 (Faisalabad), 84 (Gujaranwala), 93 (Gujrat), 11 (Hafizabad), 69 (Jhang), 45 (Jhelum), 32 (Kasur), 16 (Khanewal), 10 (Khushab), 149 (Lahore), 19 (Layyah), 10 (Lodhran),12 (Mandi Bahauddin), 11 (Mianwali), 77 (Multan), 67 (Muzaffargarh), 14 (Nankana Sahib), 48 (Narowal), 58 (Okara), 28 (Pakpattan), 52 (Rahim Yar Khan), 44 (Rajanpur), 129 (Rawalpindi), 27 (Sahiwal), 63 (Sargodha), 51 (Sheikhupura), 101 (Sialkot), 18 (Toba Tek Singh) and 20 (Vehari).
The project aims at eliminating fraud in the matter of purchase and sale of land and will reduce the issues of litigation in land matters. The pilot project of this scheme had already been completed in the districts of Narowal and Lodhran. Since the digitisation of Masawis, charts etc (maps consisting of pieces of clothes having hand-written brief record of mauzas, land) of all rural and urban mauzas is also part of the project, there, after doing so, would be no issues related to tampering with record.
The SMBR noted that the digitisation process of all village records in Punjab is progressing rapidly under the PULSE initiative. He highlighted the ongoing digitisation work for 2,249 villages across various districts and instructed all additional commissioners of revenue and staff to submit all village revenue records to the Board of Revenue by Nov 11.
Javed announced that a conference with all Punjab commissioners would be scheduled next week to ensure timely completion of the PULSE project.
