ISLAMABAD: As the Central Selection Board (CSB) is meeting by end of the this month, doctors of Pakistan Institute of Medical Sciences (Pims) have sought a permanent Executive Director (ED) from the administrative positions as they have been trained for the job.
They said that a case was also being heard in the Islamabad High Court (IHC) in which it has been demanded to implement Service Rules and Supreme Court judgement.
CSB is scheduled to meet by the end of this month to consider promotion cases of officers from BS-19 to BS-20 and from BS-20 to BS-21.
Pims doctor Dr Saifur Rehman, while talking to Dawn, said that whenever a clinician was appointed on an administrative post the country not only lost a good clinician but he turned out to be a bad administrator.
He said that seniority of professors and promotion to the post of ED (BS-21) were two separate things. Dr Saif, the main petitioner who has filed case in the Islamabad High Court related to service rules and implementation of Supreme Court judgment 2016, said that while taking decision interest of the patients should be given the first priority.
“In 2016 Supreme Court gave a clear order that clinicians could not be appointed on administrative posts and then all the clinicians were removed from administrative positions. However, with the passage of time they again occupied most of the posts.
“The post of Pims ED is an administrative position. There are officers such as Dr Mohammad Iqbal Khan Durrani who can be appointed as ED as they are from the regular administration cadre,” he said.
He went on to say that clinicians lack the required two years post-qualification experience in public health and hospital administration for the promotion as ED (BS-21) Pims.
