THERE is an urgent need for equitable financial and employment inclusion for persons with disabilities (PwDs) in Pakistan. The financial inclusion policy of the State Bank of Pakistan (SBP) has yet to be fully implemented, and the same is the case with the two per cent disability quota mandated by the federal government, particularly regarding the induction and promotion of physically challenged employees.
The SBP’s financial inclusion policy, as outlined in its circular dated June 21, 2021, specifically clause V, sub-clauses (a-h), outlined critical measures aimed at improving access to financial services and facilitating employment within the banking sector for PwDs. It is imperative that all banks under the supervisory jurisdiction of SBP align their human resource policies — statutory or non-statutory — immediately to reflect these provisions, particularly concerning indu-ction, retention and career development of PwDs.
One vital aspect that has remained completely neglected is the creation of a separate merit list for such persons during both initial appointments and promotions. Such a list would ensure fair competition and greater representation of PwDs in banking institutions. Addi- tionally, appointing a dedicated focal person within the SBP, similar to the step taken by the Higher Education Commission (HEC), would ensure that the specific needs of PwDs are addressed promptly, streamlining the resolution of issues related to both the customers and the employees.
Implementing these and other such measures would not only economically empower PwDs, but also foster social inclusion, ultimately strengthening Pakistan’s commitment to the rights of the disabled.
The National Council for the Rehabi-litation of Disabled Persons (NCRDP), Provincial Council for the Rehabi-litation of Disabled Persons (PCRDP), National Commission for Human Rights Pakistan (NCHRP) and policymakers at all tiers should support this cause and take meaningful action on an urgent basis.
