KARACHI: The Prime Ministers of Pakistan and Bharat will meet at New Delhi to find a speedy solution of the problem of minorities in the sub-continent. This was announced by Prime Minister Liaquat Ali Khan … in Parliament yesterday [March 28]. The two Prime Ministers had agreed that a “personal meeting” between them was essential. Mr Liaquat Ali Khan said that he had invited Mr Jawaharlal Nehru to Karachi but Mr Nehru wanted the association in the talks of some of his colleagues, who could not travel by air for health reasons. Mr Nehru therefore invited [him] to Delhi… .

He also announced that a general agreement was reached on the terms of the joint declaration by the [two] Governments guaranteeing protection and security to minorities. He said: “I had suggested some ten days ago that it should be issued at once”, and hoped Mr Nehru would do it soon. The agreed terms of the declaration inter alia included punishment of wrongdoers, recovery of looted property, proper rehabilitation of the sufferers, full protection, facilities of emigration while discouraging large-scale exodus, and action against publication of false stories… .
