HYDERABAD, July 17: The Hyderabad circuit bench of the Sindh High Court on Monday issued notices to the secretary education and literacy department, the chairman of the Sindh Textbook Board, board of governors and secretary of the STB on a petition challenging promotions of officials and transfer of two employees.

The court also ordered the parties to maintain status quo in the case till July 27.

The petition was filed by nine senior employees of the board, seeking implementation on resolutions of the BoG regarding promotions and transfer of employees.

The petitioners Roshan Ali Dahraj, Abdul Qayoom Shaikh, Qaimuddin Bilal, Abdul Hakeem Pathan, Yousuf Ahmed, Abbas Ali Nizamani, Ghulam Mohiuddin Buledi, Shafi Mohammad Chandio and Daryush Kafi were represented by Fasahat Hussain Rizvi advocate.

The petitioners said that due to ban on employment for a long time there was no regular appointment, causing an acute shortage of qualified staff as such to cater to need of lack of staff and for getting better quality of work the BoG — the supreme body — in its meeting on June 30, 2004 resolved that some posts might be upgraded.

They said that in compliance to directives of the STB’s BoG revival committee held its meetings on August 11 and August 27 and observed that 109 posts were abolished in 2002 and of them the committee recommended the revival of 14 posts.

They said that the committee in its meetings proposed for taking administrative steps for the revival and promotion of four posts of assistant subject specialists (BPS-17) and one of director humanities (BPS-18).

They said that proposals were discussed in meeting of the BoG on September 3, 2004 and efforts of the committee were appreciated and through resolution no-3 it was unanimously resolved that recommendations should be approved and further resolved to request committee to propose the revival of other posts essentially required.

The revival committee in its meeting on July 11, 2005 proposed upgradation of the two posts of junior subject specialists.

The meeting further resolved that the post of the DTP manager (BPS-18) be revived, the petitioners said.

They said that the STB chairman failed to implement the recommendations in letter and spirit and this conduct was agitated through appeals but to no avail.

The petitioner claimed they were aggrieved due to non-implementation of board’s decisions and after waiting for a long time served legal notice to the STB chairman on June 8, 2006 which was though replied but not plausible.
