KARACHI, Jan 13: The authorities have failed to indict Arshad Pappu, an alleged gangster of Lyari, in as many as 30 cases during the last 13 months he has been in jail. Around 50 cases were registered against him at different police stations of the city from 1996 to 2006.
He is facing charges of murder, intent to murder, possessing explosive material, rioting, arson, kidnapping, robbery, wrongful confinement, obstructing public servants from performing duties and keeping unlicensed weapons.
According to the prosecution, the CID police, acting upon a tip-off on Oct 11, 2006, raided the Marital Law building in Memon Society, in the Kalri police limits, and arrested Arshad Pappu, son of Haji Lal Mohammad alias Haji Laloo, and Imam Bux after an alleged shootout with the suspect while his other associates escaped. Later, Arshad Pappu was given in judicial custody.
The hearing of the cases against Arshad Pappu were being conducted inside the jail due to security concerns as he is believed to be a high-profile criminal.
The counsel of Arshad Pappu told Dawn that the home department issued a notification (IRS-11/HD/8-177/2005) on Dec 12, 2006, notifying the sitting of judges for hearing 32 cases against Arshad Pappu in the Central Prison, Karachi. While no such notification of the remaining 18 cases has been issued by the department, the hearing of the remaining cases has not yet been conducted.
He said the accused was indicted in 20 cases, while around 12 cases out of 30 were lying pending in the court of additional district and sessions judge-IV, West.
The defence counsel moved an application to the court of district and sessions judge, West, in August 2007, pleading for the transfer of the cases from the said court. However, the judge directed the ADJ-IV to take up the cases. Despite that the cases have not been taken up.
