NAWABSHAH, June 21: A strange scenario is prevailing in the Nawabshah district government where junior officers are working on senior positions in violation of Sindh cabinet decision to revert officers working on higher posts to their original grade.
The post of Executive District Officer- group of offices in district government Nawabshah, including finance and planning, works and services, revenue, agriculture, community development department, law and information technology were of BPS-19 whereas EDO health and education were of BPS-20.
All the EDOs, including EDO finance and planning, revenue, works and services, agriculture were in BPS-18, EDO health was in BPS-19, EDO CDD was being looked after by EDO revenue whereas EDO education was being looked after by an officer of BPS-18 of the education department.
There was no EDO information technology as the department has so far not been created since the formation of local governments in 2001 and a junior officer of education department was also looking after the post of EDO IT.
No officer was looking after the post of EDO law in Nawabshah presently. There were dozens of others officials in education, health, agriculture, works and services and others working on senior position. The working of junior officials on senior posts has not only sidelined the senior officers but has also affected policy good governance of the present Sindh government.
More than 700 primary schools were closed in the district, a number of basic health units were non-functional, slaughter house remains closed for years and there were a number of other essential services, directly affecting general public, were ignored by the officials.
While the financial year is about to close, the finance and planning departments neither collected the budget management forms (1-13) from any group of offices of district government nor did they submit their own forms to the district accounts and finance committee.
Syed Munir Shah, chairman of the district accounts and finance committee, told Dawn that the work was definitely affected due to the posting of junior officials to the senior positions. He said that there was no shortage of senior officials in the province and the Sindh government had failed to implement its decision as far as Nawabshah district was concerned.
The Sindh cabinet, in its meeting decided reversion of officers working against higher posts to their original posts.
The decision was taken to achieve the goal of good governance and setting an example for others, the Chief Minister of Sindh, Syed Qaim Ali Shah, reverted his daughter Naheed Durrani, working as special secretary finance in (BPS-20) to the post of additional secretary finance (BPS-19) immediately. However, the government could not implement the decision in a complete manner.
