MUZAFFARABAD, June 21: The Azad Kashmir government has approved a time scale package for teachers in state-run educational institutions to facilitate provision of salary benefits of next grade to them after the passage of a certain period in a particular scale.

According to a finance department notification, the teachers serving in BPS-7 to BPS-16 shall be entitled to benefit from this package if they have produced at least 60 per cent result during the last five years of service but that would not have any effect on regular/substantive scales nor it would be (considered as) a promotion by any means.

The notification made it clear that the favour achieved through next scales under this package would be deemed as personal scale to the extent of financial benefits and these scales would not affect the substantive scales of any category of teachers and rights of their seniority etc.

The notification also declared that in future the appointment as primary teacher (BPS-7) shall be made on the basis of basic qualification of FA/FSc with one-year training course and direct appointment as junior teacher (BPS-9) shall be made on the basis of basic qualification of BA/BSc and CT.

According to the prevailing rules of 1994, minimum qualification for induction as primary is matric (2nd) division with PTC.

The government shall amend the service rules accordingly, the notification said.

Following is the schedule of elevation to next scale:
