HYDERABAD, April 21: District Nazim Makhdoom Rafiquzzaman has urged members of the HDA working committee to finalize their recommendations for devolution of the HDA to taluka level in the shortest possible time.
He was presiding over the second meeting of HDA working committee in the District Nazim secretariat here on Wednesday. He said that it had become necessary to devolve the HDA to taluka level to improve the services of HDA and WASA.
He said that the recommendations made by the members of the working committee would be submitted to the authority concerned for early implementation. Referring to complaints raised by City Taluka Nazim Moinuddin Shaikh, the district Nazim directed the HDA to provide sewerage facilities at all private housing societies as the HDA's infrastructure was already in place and it charged tax from residents.
He said that lack of drainage facilities in any area could create unhygienic conditions for others also. He asked all Taluka Nazims to submit their working papers for schemes of their areas so that the same may be submitted to the concerned ministry for necessary approval.
The Nazim directed the WASA managing director to initiate a scheme for diverting sewage water through Qasimabad pumping station to near by ditches till the water treatment plant was established to eliminate the mixing of sewage water of Qasimabad area with raw water at downstream Kotri Barrage resulting in contamination of water supplied from Hussainabad and Latifabad-4 pumping stations.
The HDA working committee recommended purchase of 10 acres land for the establishment of Northern Treatment Plant at the cost of Rs40,000 per acre. The district Nazim approved an amount of Rs10 million to enable WASA to undertake the repair and rehabilitation of drainage walls along the main road of Latifabad-8 and 12 from the Khuda Hafiz chowk upto Darya Khan Goth pumping station via Auto Bhan road.
The working committee also decided to negotiate with cosponsor to settle the issue mutually and to re-launch the scheme namely Markaz-i-Mehran over the HDA land situated on the Station road.
The scheme was launched in the year 1993-94 for the construction of 290 shops, 160 offices and 390 flats but was not completed due to litigation. The committee decided that 260 affected people of Pucca Qilla would be accommodated in this scheme after mutual settlement and settling the liabilities of the joint sponsors of the scheme.
It was decided that the scheme would be re-launched in the name of Makhdoom Talibul Maula Complex. The committee appealed for early release of Rs50 million announced by the president for the construction of residential units for 260 affected of Pucca Qilla.
The working committee decided to abandon joint venture residential scheme as per the decision of the Sindh Ombudsman in the name of Madina Town at Deh Gujjo near Anaj Mandi Hyderabad which had been launched in 1989 but remained incomplete due to law and order.
The district Nazim assigned the HDA director-general to negotiate with the cosponsor for the payment of HDA liabilities of Rs1.143 million and Rs2.5 million to the allottees within two instalments.
City Taluka Nazim Moinuddin Shaikh, Qasimabad Taluka Nazim Noor Mohammad Shoro, HDA director-general Ali Ahmed Lund, EDO revenue Aftab Memon, EDO finance Sikandar Shah, Building Control director Masood Jumani, HDA director contract Qasim Shah and WASA managing director Kafeel Ahmed attended the meeting.
